ENTelšiai Priest Seminary was founded on October 10th 1927 under the initiative of Bishop Justinas Staugaitis. Before the foundation of seminary the Bishop J. Staugaitis has faced some difficulties. Firstly, the priests of Tešiai and Kaunas Dioceses were discontented with the idea of establishment of the seminary in Telšiai. The priests of Telšiai Diocese were afraid of increase in taxes for maintenance of the seminary and the priests of Kaunas Diocese were interested in standing their seminary's ground. Secondly, the government authorities did not approve of Bishop J. Staugaitis decision and there were no adequate financial support also university education achieved in the seminary of Telšiai was not admitted. However the bishop has attempted a lot for his idea to found the seminary of Telšiai. After the foundation of the seminary the bishop posted priests to study in Rome in order to have qualified lecturers in his seminary and solved the problem of accommodation – a great sum of offertory was collected and new buildings were built and the old ones restored. Since 1932 the study programme has been expanded up to 8 years. In 1940 Lithuania was occupied by the Soviet and the Seminary was closed. The rest of the students were transferred to Kaunas Interdiocesan Priest Seminary. In 1941 the German authorities permitted to re-establish Telšiai Priest Seminary but in 1946 the Soviet authorities closed it again. To summarize, during the period of interwar there were 43-122 students studying in seminary every year, in total about 150 new priests were prepared. The first rector of seminary Bishop V. Borisevičius made major formation impact for the seminarians. In 1989 Bishop Antanas Vaičius re-established the Seminary, as the majority of priests were senior age and the number of priests was gradually decreasing in Diocese of Telšiai. In the beginning the bishops of other dioceses and the cardinol did not show a favor with the idea of A. Vaičius to reestablish the seminary of Telšiai. But on July 14th 1989 cardinal Vincentas Sladkevičius allowed to reestablish the seminary. The government authorities were not in hast admitting seminary's re-establishing and A. Vaičius without permission started preparing accommodation for seminarians and on August 20th 1989 issued a decree on seminary's re-establishment. The permission from government authorities was obtained on August 30th 1989, a little bit later former accommodation were turned back to seminary. After a lot of preparation, since 2000, Telšiai Priest Seminary has become an independent private university: an institution of higher education providing university education according to an integrated study programme of Religion. On November 23rd 2002 Bishop Jonas Boruta, SJ has issued a decree on renaming the seminary to Telšiai Bishop Vincentas Borisevičius priest seminary. On June 26th 2003 the propedeutic course was established and added to study program by Bishop Jonas Boruta, SJ. In 2009 the Seminary was affiliated with the Faculty of Theology of international Rome Lateran University (Italy), as to strengthen the theological learning and creating conditions to continue studies in Lateran University after graduating seminary of Telšiai. To summarize the period of re-established seminary, it was very productive as 113 new priests and 1 deacon was consecrated, 59 of them got Master of Religious Sciences and 5 Baccalaureate of Theology degrees. There study about 52 seminarians every year in the seminary of Telšiai. The mean of age of priests has decreased over 11 years. [From the publication]
