Regioninė politika ir Europos Sąjungos struktūrinė parama : patirties įvertinimas

LTStraipsnyje nagrinėjama šalies regionų konkurencingumo įvertinimo problematika naudojant Europos Sąjungos struktūrinės paramos lėšas. Pristatomi šalies regionų konkurencingumo vertinimo skirtingais metodais rezultatai iki ES lėšų panaudojimo ir po. Nagrinėjamos problematikos analizė susideda iš dviejų dalių: teorinės, kurios metu išskiriami regionų vertinimo ypatumai, ir empirinės, kurios metu įvertintas 10 Lietuvos regionų konkurencingumas iki ES lėšų panaudojimo ir po. Didejant regionu išsivystymo skirtumams, didėja ir regioninės politikos reikšmė Lietuvos ir jos regionų ekonominiam vystymuisi. ES strukturinės paramos efektyvumo rezultatai priklauso nuo pasirengimo panaudoti ES paramą ir tinkamo prioriteto pasirinkimo, t. y. objektyvaus esamos situacijos vertinimo ir silpnų regionų ar ūkio šakų identifikavimo, konkurencingumo didinimo. Vertinant 2007-2013 metų ES paramos laikotarpį ir investicijas, skirtas regioninei plėtrai, galima teikti, kad ES strukturinės paramos skirstymas regioniniams projektams finansuoti pagal nurodytas priemones neduos laukiamų rezultatų, nes regionai „prisitaikė" prie jiems skiriamos paramos, o ne įgyvendino savo regionų strategijas. 2007-2013 metu ES strukturinės paramos paskirstymas probleminėms teritorijoms vystyti ir regioniniams centrams plėtoti neduos planuotos naudos, nes jau dabar stebimas procesas, kai parama nepanaudojama dėl žmogiškųjų išteklių stokos ar prastos kompetencijos rajonuose. Atlikus tyrimą matyti, kad vertinant ES paramos panaudojimą 2011 metais regionų konkurencingumas išaugo nedaug, o paramos paskirstymas regioninio augimo centrams vystyti regionų rangą paliko tokį pat arba net sumažino.Reikšminiai žodžiai: Europos Sąjungos struktūrinė parama; Regionų konkurencingumas; Regionų konkurencingumo vertinimas; European Union structural support; Regional competitiveness; Regional competitiveness assessment; The European Union structural support.

ENThe paper examines the problems of the evaluation of competitiveness of the country’s regions when using the European Union (EU) structural assistance funds. It presents the results of the evaluation of competitiveness of the country’s regions by different methods before and after the use of EU funds. The analysis of problems consists of two parts: the theoretical part points out the peculiarities of the evaluation of regions and the empirical part evaluates competitiveness of 10 Lithuanian regions before and after the use of EU funds. With differences in the development of regions increasing, the significance of regional policy for the economic development of Lithuania and its regions increases. The EU structural assistance efficiency results depend on the preparation to use EU assistance and adequate prioritisation. When evaluating the 2007–2013 period of EU assistance and investments in regional development, we may state that allocation of EU structural assistance for regional projects under the specified measures will not provide the expected outcomes, because regions “have adapted” to the allocated funds rather than implemented their regional strategies. Allocation of the funds for the development of problem territories and regional centres will not provide the planned benefit, because already now assistance is not assimilated due to the lack of human resources or poor competence in the districts. The study shows that when evaluating assimilation of EU assistance in 2011 regional competitiveness scarcely grew, and the allocation of assistance for the development of regional contracts by regional growth centres retained the same level of competitiveness or even reduced it.
