LTKeleivių vežimo paslaugos priskiriamos prie viešųjųpaslaugų grapės. Jos atlieka socialinę funkciją, todėl jų teikimas yra garantuotas įstatymu. Kartu šios paslaugos turi būti prieinamos visoms visuomenės socialinėms grupėms pagal kainą, atitikti piliečių keliamus kokybinius reikalavimus, bet kartu teikti ekonominę naudą vežėjams. Šių paslaugų teikimo organizavimas bendruomenės nariams -viena svarbiausių savivaldybės savarankiškų funkcijų. Savivaldybės turi užtikrinti šių paslaugų teikimą net ir komerciškai nenaudingomis sąlygomis. Atitinkamos keleivių grapės gali naudotis įstatymų ir savivaldybių tarybų nutarimais suteiktomis transporto lengvatomis, tačiau dėl šios priežasties vežėjų negautas pajamas privalo kompensuoti vietos savivaldybė. Straipsnyje analizuojama keleivių vežimų būklė savivaldybėse, aktualizuojami šios veiklos požymiai, kurie rodo valdymo sąstingį, nuolat kylančias problemas ir sprendimus pervežimų kainų didinimo, maršrutų ir važiuočių skaičiaus mažinimo, lengvatų atsisakymo ir paslaugos kokybės sąskaita. EN[...] The object of the researchthesis: services of state of public passenger transportation of passengers on local routes, which are services provided by municipalities and their management improvement possibilities. The paper deals with the issue problem of decreasing need for public transportation services (decreasing number of passengers) that may be influenced by various social and economical indicators. This issue also has an impact on labour force migration, employment, urbanization and regional development issues. The aim of the thesisresearch: to assess the state of the public passenger transportation of passengers on local routes services and to make suggestions on improvement of management of this service based on service management experience, models and funding schemes used in Klaipeda municipality. The methods of the research: review and summary of scientific literature, analysis and synthesis of economical and statistical data, case study.[...] The analysis of data on passenger transportation by on local (suburban) routes reveals that this activity is too decentralized in the country; municipalities are unable to manage and finance passenger transportation services due to lack of potential opportunities and insufficient financing; there is no state financing for this kind of services. This has a negative impact on labour force migration, unemployment employment, and urbanization processes. The Ministry of Transport and Communications of the Republic of Lithuania has no clear strategy for the development of passenger transportation services by on local (suburban) routes, there is no initiative fordoes not initiate preparation of regulatory and normative documents that would give solid grounds to use the experience of other EU member states in implementation of different forms of partnership between state or municipal institutions and private business organizations for provision of this kind of services.It seems to be expedient appropriate to establish in municipalities structural units or public institutions, which would coordinateing public passenger transport in municipalities. As seen from the experience and performance results of Klaipėda Municipality, such changes in structure of management of passenger transportation services by management structure coordinating and managing the provision of this service proved to be efficient. In order to improve the management of passenger transportation by on local (suburban) routes, it is necessary worth to consider the idea of cooperation between certain municipalities of the regionss in theand establishment in the centres of regions of public institutions or limited liability companies that could coordinate and manage the passenger transportation business service provision within the region, attract business commercial companies, ensure competition, appropriate quality of services, use common financial resources and potential of regional centres more efficiently.
