Turizmo strateginis planavimas ir kaimo turizmo sektoriaus plėtros galimybės

LTStraipsnio tikslas – išanalizuoti turizmo sektoriaus strateginį planavimą, formuojant Lietuvos turizmo plėtros politiką, įvertinus kaimo turizmo plėtros galimybes bei turizmo poveikį šalies ekonomikai, aplinkai ir socialkultūriniam turizmui. Straipsnyje analizuojamas Lietuvos turizmo strateginis planavimas: etapai, planavimo sistema bei turizmo plėtros politikos pagrindinės kryptys. Atlikta Lietuvos kaimo turizmo SSGG (SWOT) analizė ir turizmo poveikio šalies ekonomikai, aplinkai ir sociokultūriniam turizmui analizė. Straipsnis baigiamas išvada, kad tikslinga kaimo turizmo sektorių vystyti vietiniu lygmeniu (savivaldybėse). Tai turėtų tapti viena iš valstybės prioritetinių sričių, kuri turėtų būti, strategiškai planuojama, organizuojama, koordinuojama ir kontroliuojama. Vietiniu lygmeniu iškelti savivaldybės tikslai, turėtų būti vertinami kaip prioritetiniai ir įtraukti rengiant strateginius turizmo plėtros planus nacionaliniu lygmeniu. Tokiu būdu būtų sudalytos palankios sąlygos turizmo plėtrai regionuose. ENThe planning of tourism development at a national and regional level is being developed fast; however the documentary relating to the development of tourism at a local level is missing. Negatively it is the development of tourism regions: there is no clear strategy for rural development and rural development plans, long-prepared rural land management projects, which hampers the development of tourism and investment. Therefore, the rural development in the tourism sector must be further developed at a local level and become one of the priority areas of the government's strategically planned, organised, coordinated and controlled sectors. The objectives of a local level municipalities could be dealt with as a priority and be included in the preparation of strategic development plans of a higher level municipalities and contribute to facilitation of the development of tourism in the regions. Therefore, it is advisable to prepare the strategic development plans at a local level by simplifying the planning documents and project developments, rural development and land-use local selection procedures and fanners' position and situation to shorten the time of the project preparation and coordination for the time. The preparation of these documents and corresponding laws directly affect the development of tourism in the region. Certain systemic collaboration between the private and public sectors of communities could be regarded as necessary.The impact of tourism on the economy of the country is an increase in the income of the population, the employment of the population, an increase in payment of balance sheet accounts and investments (export) and the development of new industries, which affect the service of the market. On the other hand, unbalanced tourism industry can have a negative effect on the environment due to increased environmental pollution; however, if environmental requirements are met, there is the possibility of adapting the industry of tourism to the preservation of the cultural heritage and recreation. Socially cultural tourism positively influences the quality of life of the population; however, its adverse consequences may involve social tensions, increased demand for land, buildings, crime, gambling, and etc. [From the publication]
