Atsinaujinančių energijos išteklių darnus vystymas stiprinant energetinį saugumą : disertacija

LTAtsinaujinančių energijos išteklių (toliau – AEI) plėtros klausimai yra kur kas sudėtingesni nei vienos ar kitos AEI rūšies išvystymas, nes globalinės problemos, klimato kaita ir kiti klausimai jau negali būti nesprendžiami ar sprendžiami nesistemingai, be to, yra prisiimti tarptautiniai įsipareigojimai, už kurių neįvykdymą gresia įvairios sankcijos, todėl reikia keisti valdymą ir administravimą, formuoti atitinkamą visuomenės požiūrį. AEI plėtros klausimai tapo ypač aktualūs plečiant darnaus vystymo politiką ir esant padidintam jautrumui dėl energetinio saugumo. Šios disertacijos tikslas yra ištirti Lietuvos AEI plėtrą įtakojančius veiksnius, leidžiančius pagerinti energetinio saugumo būklę. Darbe pristatoma AEI plėtrą įtakojančių veiksnių sistemos analizė, turinti gana žymų potencialą tarnauti kaip sistemingas orientacinis instrumentas valstybės tarnautojams, AEI veiklą vykdantiems verslo atstovams ar konsultacijomis užsiimantiems specialistams siekiant įvertinti reikiamus AEI politikos instrumentus, priimti gerai informuotus sprendimus dėl tolimesnės atsinaujinančios energetikos vystymo, orientuotis kaip šiuos veiksnius tikslingai suderinti ir tolydžiai plėtoti.Reikšminiai žodžiai: Saugumo politika; Tarpautiniai santykiai; Darnaus vystymosi politika; Strateginis valdymas; Security policy; International relations; Sustainable development policy; Strategic management.

ENIssues concerning the development of renewable energy sources (hereinafter – RES) are much more complex than the development of one or the other RES type because global problems, climate change and other issues cannot be left unaddressed or be addressed unsystematically; in addition, there are a number of international commitments and a risk of imposed sanctions in case of a default; therefore, it is necessary to change the management and administration, to shape a particular attitude of the society. Issues concerning the RES development have become particularly relevant because of the sustainable development policy and a heightened sensitivity to energy security. The goal of this thesis is to analyze the factors influencing RES development in Lithuania that allow to improve energy security. The paper presents the analysis of the system of factors that influence RES development which has quite a considerable potential to serve as a systematic reference tool for civil servants, business representatives and consultants, who deal with renewable energy sources, in order to assess the necessary instruments for renewable energy source policy, to make well-informed decisions on the further development of renewable energy, and to focus on how to purposefully coordinate the factors and sustainably develop them.
