Lietuvos policijos pareigūnų kvalifikacijos tobulinimas : požiūris į šio proceso optimizavimą

LTStraipsnyje analizuojamas policijos pareigūnų kvalifikacijos tobulinimo procesas ir jo efektyvinimo prielaidos. Viena iš aktualių tęstinio profesinio mokymo problemų šioje srityje yra nepakankamai veiksmingas policijos pareigūnų kvalifikacijos tobulinimas: profesinio mokymo sistemiškumo spragos, nenustatytas privalomų mokymų periodiškumas, neapibrėžtas ir su mokymo programų turiniu nesusietas atskirų policijos veiklos sričių kompetencijų turinys, nesama mokymo strategijos. Taigi dabartinio kvalifikacijos tobulinimo proceso peržiūra sudaro prielaidas tobulinti šį procesą ir pateikti naujų siūlymų jam organizuoti. Įvertinus policijos įstaigų darbuotojų požiūrį, kvalifikacijos tobulinimo optimizavimas leistų sukurti šiuolaikišką mokymo sistemą, kurioje policijos pareigūnai galėtų įgyti ar periodiškai atnaujinti aiškiai apibrėžtas kompetencijas, būtinas profesinei veiklai, ir susieti šias kompetencijas su tolesne karjera. Tęstinio profesinio mokymo sistemoje taip pat būtina skatinti savarankišką policijos pareigūnų mokymąsi, į šią sistemą implikuoti motyvacijos elementą, įpareigojantį policijos pareigūnus profesionaliai ir atsakingai taikyti įgytas ar atnaujintas žinias ir įgūdžius. Verta pabrėžti, kad šiuo metu policijos sistemoje kvalifikacijos tobulinimo optimizavimas jau pradėtas sukūrus policijos pareigūnų ir kitų policijos sistemos darbuotojų kompetencijos aprašą. ENArticle analyzes the process of police officers vocational training and assumptions of its efficiency. One of the ongoing continuing professional education problems in this area is ineffective police service training, such as: drawbacks of the continuing systematic training, frequency of mandatory training which is not set, the content of different police competency scopes is not defined, these competencies are not linked to the curriculum content, and there is no training strategy. Therefore, the current review of the training process and evaluation of the attitude of police institutions officials make preconditions to improve the process of vocational training and submit new proposals for organizing this process. The optimization of professional training process would let to create a modern educational system, which would create a possibility for a police officer to gain or renew clearly defined competencies, which are necessary in his or her professional activities. These competencies should be bind not only to the curriculum content, but to the further career of a police officer. For optimization of continuous vocational training system it was important to accurately identify the groups of specific police activities and define their contents. The Description of Police Competencies has become one of the most significant tools for beginning of continuous vocational training system optimization. Also the professional training process should be associated with different police officers’ competency defining the content and skills determination, creating competency profiles (e.g. patrols, investigators, etc.).This would allow identifying the key skills groups, and linking the formation and enhancing of these skills with the training process. In addition, it would facilitate the processes of selecting and sending police officers to participate in particular vocational training courses, moreover, the training process would become clearer and more defined. It is also necessary in the system of continuing vocational training to promote police officers’ self-training, to imply the element of motivation, to oblige a police officer to apply achieved or renewed knowledge and skills in a professional and responsible way. The study highlights the problem through the need to analyze the attitude of current police officers towards continuing vocational training system. The research subject – the process of organizing police officers training and its’ efficiency.
