Response to the "Forest brothers" and the consequences of metropoleperiphery distinction in the "correlates of war" typology

LTŠis straipsnis – tai atsakymas į Gedimino Vitkaus publikacijoje išsakytas pastabas projekto „Correlates of War“ (COW) duomenų sąvadui. Autorė, prisidėjusi prie COW duomenų bazės kūrimo, teigia, kad G. Vitkaus straipsnyje kai kurios prielaidos ir teiginiai apie COW nėra visiškai tikslūs, todėl šiame straipsnyje pateikia papildomus paaiškinimus į jo iškeltus klausimus. Žiūrint plačiau, autorės ir G. Vitkaus požiūrių skirtumai galimai kyla iš požiūrio į istoriją, kuris pabrėžia konkrečių įvykių unikalius bruožus, ir socialinių mokslų požiūrio, kuris ieško bendrų bruožų tarp panašių įvykių ar reiškinių, nesuderinamumo. Straipsnyje apgailestaujama, kad G. Vitkaus siekis apginti Lietuvą veda prie jo klaidingo argumento apie tai, ką COW projektas padarė, siekdamas suformuluoti pagrindinį teiginį, kad miško brolių kova neturėtų būti klasifikuojama kaip valstybės viduje vykęs pilietinis karas. Iš dalies tokia pozicija yra istorinio požiūrio į tarptautinę politiką išdava, kuris bando pasinaudoti vieno atvejo tyrimu, kad apibendrintų daugiau atvejų, priešingai nei kiekybinis ar mokslinis požiūris, kuris siekia nustatyti elgesio pasikartojimą tarp panašių atvejų. Straipsnyje pažymima, kad teoriniu požiūriu būtų buvę daug įdomiau, jei G. Vitkus būtų labiau įsigilinęs į straipsnio pavadinime nurodytą temą „Metropolijos ir periferijos skirties panaikinimo pasekmės „Correlates of War“ tipologijai“. Svarstant šią temą, kyla daug tyrimo klausimų, visi jie yra susiję su esminiu klausimu, koks skirtumas, kai karas yra vadinamas vykstančiu valstybės išorėje ir valstybės viduje.Reikšminiai žodžiai: Partizanai; Karų tipologija; Gediminas Vitkus; Forest Brethren; War typology; Gediminas Vitkus.

ENThis article is a response to Gediminas Vitkus’s comments in his publication with regard to the data base of the project “Correlates of War” (COW). The author, who has contributed to the creation of the data base of the COW project, claims that certain presumptions and statements in G. Vitkus’s article about COW are not fully accurate, therefore, this article provides additional explanations to his answers. In a wider context, differences in the author and G. Vitkus’s attitudes probably stem from the incompatibility between the attitude towards history, which emphasises unique features of certain events, and the attitude of social sciences, which seeks for common features among similar events or phenomena. The author of the article expresses her regrets claiming that G. Vitkus aspiration to protect Lithuania leads to his wrong argument about the activities of COW aimed at forming the key statement, i.e. the struggle of partisans, should not be classified as a civil war within the state. Such a position is to a certain degree an outcome of the historical attitude towards international politics, which tries to use one case study in order to generalise more cases unlike the quantitative or scientific attitudes, which seek to define the repetition of behaviour in two cases. From theoretical point of view, it would have been much more interesting if G. Vitkus had deeper analysed the theme specified in the title of the article “Outcomes of the elimination of the differentiation between metropolises and peripheries for the typology of “Correlates of War”. When contemplating on this theme, a great deal of questions arise, and all of them are related to the key question as to what is the difference between a war referred to as an internal war and a war referred to as an external war.
