ENIn order to achieve long term success in the property and business valuation market, qualified property valuers, whose work has direct influence on the quality of valuation services, becomes especially valuable to an organisation. This is why it is so important to raise their qualifications, to interest them and to involve them in the process and at all levels of an organisation. Authorised institutions of certification approve the qualifications of specialists in many spheres within the European Union. They act according to the EN 45013 standards. These institutions grant certificates confirming specialists' qualifications in various spheres (including property valuers), which testify to their knowledge, experience and capability to do the appropriate job (in this case to value property and business). There are no authorised institutions of certification in Lithuania, which match the EN 45013 standards. The question that institutions should seek for is that this status situation should be solved immediately. At the moment authorisation of certification is the responsibility of the Institute of Audit, Accounting and Valuation in Lithuanian (AATVI)i but it is possible that Lithuanian association of property valuers (LTVA) or the Chamber of property valuers will take over this authorisation in the near future. This is foreseen in the proposed changes of the Law in Fundamentals of the Valuation of Property and Business in the Republic of Lithuania.Qualified valuation of business and property and the valuer are also factors, which determine each other. Competencies of the valuer, the level of hi/her knowledge, applied legal and the methodological framework determines the objectivity and professionalism of the valuation. The system of certification is based on the same principles for all European countries. So, it is time for Lithuania to prove that qualification requirements for property valuers and the procedures of certification satisfy the harmonised quality standards. [Text from author]
