ENGlobalization of markets and growing inter-dependence of businesses has led to an increasingly competitive marketplace. Small and medium-sized enterprises (SMEs) are not exempt from this pressure, thus, improving competitiveness is now an imperative for small and large businesses alike. To survive and prosper in the twenty-first century, all businesses need to exert conscious and sustained effort to continuously improve all facets of their operations and empirical evidence to support the argument that by focusing on quality a business can substantially improve its performance. As the pursuit for global manufacturing has expanded, several standard organizations worldwide have developed guidelines on quality which have culminated in the development of the ISO 9000 series of quality management and quality assurance standards. ISO 9000 certification is one of the most prevalent quality assurance systems in the world. Despite its popularity, there is considerable confusion and frustration surrounding its implementation in small to medium-sized enterprises. Major obstacles to ISO 9000 registration have been identified and include implementation costs, inadequate resources, and insufficient external assistance. The purpose of this article is three-fold. The first section outlines the importance of SMEs in the Lithuanian and global economy and identifies some of the driving forces to ISO 9000 implementation. The second section outlines the difficulties SMEs experience in implementing its requirements. The final section proposes generic project methods, which SMEs can adapt to facilitate the implementation of ISO 9000.The study presents two views on the interaction of project management and ISO 9000 standards. The first considers project management as an object of ISO standards; the second views project management as a tool that helps SMEs to implement ISO standards. Consideration of project management as an object of ISO standards includes almost all the standards that regulate project management processes. ISO 1006 is the main one. This study focuses on the following project management processes: strategic processes; interdependency management processes; scope-related processes; time-related processes; cost-related processes; resource-related processes; communication-related processes; risk-related processes; purchasing-related processes. Project management, however, may be not only an object of ISO standards; at the same time it can also be the main instrument which helps SMEs, using their osvn resources, to implement ISO in their enterprises with the least expense, in the shortest possible time. On the basis of the case study material from ten companies located in Hong Kong, the activities involved in obtaining ISO 9000 registration have been identified. With the aim of prooving the advantages given by project management in ISO implementation processes, project management techniques have been applied to develop a generic project network, WBS (Work Breakdown Structure), Milestones Plan. Using this benchmarking approach, SMEs should be able to plan the adoption of ISO 9000 more effectively with the limited resources available to them. [From the publication]
