Tarptautinio standarto ISO 9001, taikomo Lietuvos aukštosiose mokyklose, problemos ir privalumai

LTStraipsnio tyrimo tikslas – remiantis moksliniais darbais pateikti ISO 9001 standarto problemas ir privalumus aukštosiose mokyklose. Diegiant standartą ISO 9001 aukštosiose mokyklose atsiranda problemų, tokių kaip: labai padidėjęs darbo krūvis; darbuotojų motyvacijos stoka; nepakankamas darbuotojų gebėjimas; išorės konsultantų stoka arba aukšta kaina; lėšų trūkumas ir kt. Tarptautinio ISO 9001 standarto taikymas yra svarbi aukštųjų mokyklų įvaizdžio formavimo dalis ir daro teigiamą įtaką paslaugų kokybės ir veiklos rezultatų gerėjimui, padeda optimizuoti organizacijos struktūrą, pareigybes ir įgaliojimus, pašalinti besidubliuojančius ar pridėtinės vertės nekuriančius procesus, tobulinti veiklos procesų ir darbo organizavimą. Vykdomas nuolatinis, cikliškas monitoringas siekiant įvertinti išskirtas veiklos sritis bei padėti pagrindus tolimesniam planavimui. Sistema apima visus kolegijos / padalinių veiklos aspektus bei suderina su išorinio kokybės užtikrinimo reikalavimais. Sertifikavus pagal ISO 9001, sertifikatas palengvina darbą su užsienio partneriais, didina tarptautinių mainų galimybes, pagerina organizacijos įvaizdį, padidina klientų pasitikėjimą, padaro rezultatyvesnį dalyvavimą viešuosiuose pirkimuose ir konkursuose. Remiantis aukštųjų mokyklų patirtimi galima teigti, kad nebūtinai įdiegtą kokybės vadybos sistemą pagal ISO 9001 reikia sertifikuoti, kad ji funkcionuotų aukštojoje mokykloje. ENThe article analyses the international standard ISO 9001, and the advantages of application thereof in the higher schools of Lithuania on the basis of normative documents, publications, legislation, the analysis of scientific literature, other sources of information and the analysis of the quantitative aspects of the research already carried out. Implementing the standard ISO 9001 in higher schools, the following problems were met: significant increase in workload; the lack of motivation of employees support/insufficient staff capacity; the lack of external consultants or a high price; the lack of funds; the lack of student interest; the lack of support for leaders; the lack of information about the process of implementation; a wide range of criteria that need to be seen in abundance, and the complexity of their assessment; hiding them from ignoring the flaws; it is difficult to understand the implementation of ISO system, what is the process. The application of the international ISO 9001 standard is an important part of the image formation in high schools and it makes a positive influence on the quality of service and results in performance, optimizes the organizational structure, powers to remove posts and duplicated or value-added processes, improves operational processes and the organization of work.New employees help to make it easier for the values enshrined in the organization to keep under observation, in order to assess separated activities and to lay the foundations for further planning. The system covers all aspects of the activities of the departments of the College and harmonizes with the external quality assurance requirements. Certification in compliance with ISO 9001 makes it easier to work with foreign partners and boosts international exchange opportunities, improves the image of the organization, increases its customers' self-confidence, allows participation in public procurement, which is result-oriented and competitive. On the basis of high school experience, it can be stated that the quality management certification of a system implemented in compliance with ISO 9001 is necessary for the functioning of a higher school. Although the international ISO 9001 standard is not very popular in Lithuanian higher schools, but it is consistent, and the series of ISO 9001 standards is much more popular among colleges than universities.
