LTStraipsnyje analizuojamas dokumentas Dėl vaikų raidos sutrikimų ankstyvosios reabilitacijos antrinio ir tretinio lygio paslaugų organizavimo principų aprašymo ir teikimo reikalavimų. LR Sveikatos apsaugos ministro įsakymas. 2000-12-14. Nr. 728. Vilnius. Apžvelgiamas dokumento sukūrimo situacijos Lietuvoje kontekstas. Literatūros analizės pagrindu sukonstruotas teorinis ankstyvosios reabilitacijos tarnybų veiklos modelis. Tyrėjo ir grupės nepriklausomų ekspertų atlikta kritinė analizė leido identifikuoti dokumento reglamentuojamas ankstyvųjų reabilitacijos tarnybų nuostatas. Ekspertų komentarai atskleidė ne tik dokumento reglamentuojamas nuostatas, bet ir jų pačių požiūrius, kokybinių pokyčių aktualumą, taip pat svarbius dokumento supratimo ir interpretavimo aspektus. ENThe article deals with the document "Requirements for Organizational Principles, Description and Provision of the 2nd and the 3rd Level Service of Early Rehabilitation for Children with Developmental Disorders" (order No 728 issued by the Lithuanian Ministry of Health, 14-12-2001, Vilnius). It concerns the content of the situation in Lithuania while creating the document. Methodological basis of qualitative analysis of the document using analysis of the text and reception study according to expert methodology enabled to identify the prospects of changes of educational reality in early intervention services and helped to establish the possible tendencies referring to the document perception. Comments of the experts (convergent with and divergent from the hypothesis of the investigation) revealed not only die directions implied by the document but also showed the experts' views as well as the importance of qualitative changes and different aspects of reception study and interpretation of die document. It is evident that personal professional and social experience of the experts as well as their age, education and other factors influenced comprehension of the document. Their estimation showed that all the investigated aspects of the document reflected tendencies of a medical model. The experts estimated help to the family specified by the document as very formal lacking systematic approach to the child, family, disability.The positive and negative sides of this document pointed by the experts revealed its importance and prospects for improvement. It is meaningful that this document legitimises the system of early intervention for risk groups and children with developmental disorders. It also draws attention to social rehabilitation and hints about parents' inclusion into rehabilitation programme. Hence one can foresee the prospect of changes while creating the quality of educational reality. [Text from author]
