Lietuvos, Latvijos ir Estijos bendradarbiavimas sprendžiant tautų etninio identiteto, kultūros, švietimo ir mokslo problemas

LTStraipsnyje analizuojamas Lietuvos, Latvijos ir Estijos bendradarbiavimas, sprendžiant etninio tapatumo, kultūros, švietimo, mokslo ir kitas trijų Baltijos tautų problemas. Tyrimo metu analizuota trijų institucijų - Baltijos Asamblėjos (BA), Baltijos Ministrų Tarybos (BMT) ir Baltijos Prezidentų Tarybos – veikla 1991-2003 m. Tyrimas parodė, kad nuo pat Nepriklausomybės atkūrimo pradžios Baltijos valstybių jungtinės institucijos daug dėmesio skyrė tautinės tapatybės problemų universalaus sprendimo būdo paieškai; taikė konkrečias priemones lietuvių, estų bei latvių tautinių ir kultūrinių tapatybių, jų išlikimo ateityje užtikrinimo klausimams; akcentavo Baltijos valstybių tautinių kalbų mokėjimo svarbą vystant bendrą švietimo erdvę; ragino studijuoti Baltijos šalių tautines kalbas, stiprinant tarpusavio bendradarbiavimą ir suderintų veiksmų reikšmę. Visais įmanomais būdais BA ir BMT skatino kurti bendrą švietimo ir aukštojo mokslo Baltijos šalyse modelį ir stengėsi jį įgyvendinti, taip pat siūlė savo pagalbą kuriant jungtinį švietimo modelį visoms Baltijos bei Šiaurės šalims.Kultūros srityje jungtinės institucijos rengė konferencijas Baltijos šalių kultūrinio bendradarbiavimo klausimais, koordinavo bendrus trišalius kultūros renginius, skatino valstybes nares keistis teisine informacija ir kultūrine veikla. BA ir BMT ragino vyriausybes steigti bendrą informacinį tinklą ir infrastruktūrą, kurdamos vieningą mokslo ir gamybos Lietuvoje, Latvijoje bei Estijoje bendradarbiavimo sistemą pagal šiuolaikinį inovacijų ir naujų inovatyvių veiklų valdymo sistemos modelį. Jungtinės institucijos taip pat skatina efektyvų Baltijos valstybių universitetų, mokslinių tyrimų institutų ir verslo įmonių bendradarbiavimą, dalyvavimą mokslinių tyrimų projektuose, padedančiuose integruotis į Europos mokslo sistemą. Pripažindamos, kad jaunimo turizmas yra svarbi bei perspektyvi tarptautinio turizmo dalis, BA ir BMT plečia bendradarbiavimą tarp valstybių jaunimo turizmo srityje, remia Baltijos regiono jaunimo mainų programų plėtrą švietimo, rekreacijos, jaunimo užimtumo, kultūros, ekoturizmo srityse. ENThe article analyses cooperation between Lithuania, Latvia and Estonia in solving the problems of ethnic identity, culture, education, science and others related to the three Baltic nations. The issues are investigated through a review of the activities of joint institutions of these states - the Baltic Assembly, the Baltic Council of Ministers, the Baltic Council of Presidents - in l99l-2003. The review of the activities of the joint institutions of the Baltic States indicates that from the very beginning of the restoration of independence they have paid much attention to the necessity for a universal preparation to solve the national identity problem in the Baltic States, have applied concrete measures to tackle the issue of national and cultural identity of the Lithuanians, Estonians and Latvians and ensure their existence in the future, to recognize the considerable importance of the knowledge of the national languages of the Baltic States in further development of the common area of education as well as to promote the importance of studying the national languages of the Baltic States in fostering mutual cooperation and coordinated actions. In every possible way BA and BCM encourage the establishment of a joint area of education and higher education comprising the Baltic States and having implemented this model, they are ready to render assistance in creating a joint model of education comprising the Baltic and Northern States.In the field of culture, they arrange conferences on the issues of Baltic cultural cooperation, coordinate joint trilateral cultural events, stimulate member states to exchange information on laws and activities related to culture. BA and BCM urge the governments of the states to work towards establishing a joint information network and infrastructure, creating a coordinated system of interaction between science and production in Lithuania, Latvia and Estonia according to a modern model of innovations and new innovation activities management system. BA and BCM also encourage an efficient cooperation between universities, scientific research institutes and business institutions of the Baltic States, participation in scientific research work in pursuing international programs or concrete projects which would help integrate into the European science system. Acknowledging the fact that youth tourism is a significant and promising constituent of international tourism, BA and BCM have urged to expand cooperation between the Baltic States in the field of youth tourism to promote the development of the exchange of youth programs in the Baltic region in the areas of education, recreation, youth employment, culture and ecotourism.
