Tarptautinis nusikaltimų aukų tyrimas Lietuvoje (Vilniuje 2000 m.)

LTViktimologiniai nusikaltimų aukų tyrimai - itin svarbi sociologinių bei kriminologinių tyrimų sritis, sudaranti galimybę tiksliau įvertinti nusikalstamumo paplitimą, jo realią būklę ir ypač atskleisti latentinę, t.y. oficialioje statistikoje neatspindinčią, nusikalstamumo dalį. Straipsnyje siekiama išaiškinti nusikaltimų bei kitų teisės pažeidimų padarymo būdingesnes situacijas, priežastis, sąlygas bei kitas aplinkybes, reikšmingas šio reiškinio pažinimui ir prognozei, taip pat sukaupti išsamesnę informaciją apie nusikaltimais gyventojams bei juridiniams asmenims padaromą fizinę, turtinę ir moralinę žalą. Tokia informacija reikalinga, organizuojant prevencinę veiklą ir įgyvendinant priemones nusikaltimų aukoms padėti, kitoms nusikalstamumo socialinėms pasekmėms neutralizuoti. Viktimologinės gyventojų bei verslo subjektų apklausos taip pat padeda atskleisti aktualų visuomenės požiūrį į aukščiau minėtus reiškinius. Šiame straipsnyje pristatomi tarptautinio nusikaltimų aukų tyrimo metu atliktos viktimologinės gyventojų ir verslo subjektų apklausos rezultatai. Šį tyrimą organizavo Jungtinių Tautų Tarpregioninis nusikalstamumo ir teisės institutas, vykdydamas tarpregioninį projektą “Prievartos, korupcijos ir organizuoto nusikalstamumo įvertinimas Rytų ir Centrinės Europos šalyse“. Šis tyrimas buvo atliekamas 8 šalių sostinėse. Tyrimą sudarė dvi dalys: gyventojų (Vilniuje - 1526) ir verslo subjektų (Vilniuje - 525) apklausa, kurio rezultatai pristatomi straipsnyje.Reikšminiai žodžiai: Kriminologija; Nusikaltimų aukos; Tarptautinis nusikaltimų aukų tyrimas; Viktimologija; Criminology; Criminology, Victims of Crime, International Crime Victims study; Victimology.

ENVictimological studies of crime victims is a highly important field of sociological and criminological studies providing an opportunity for a more accurate assessment of the crime spread, its actual state and in particular exposure of the latent part, i.e. the part of the crime that remains undisclosed in the official statistics. The author of the article attempts to analyse the most common situations, reasons, conditions and other circumstances of committing a crime and other offences, which are relevant for cognition and forecast of this phenomenon, as well as to collect more thorough information about physical, property and moral damage caused to population and companies by crimes. Such information is needed when organising preventive activities and implementing measures aimed at helping victims of crimes, neutralising other social consequences of crimes. Victimological polls of population and business entities also help to reveal the actual public attitude to the above-mentioned phenomena. The article introduces the results of the victimological poll of population and business entities conducted during the international research of crime victims. The research was organised by the United Nations Interregional Crime and Justice Research Institute in the framework of the interregional project Assessment of Violence, Corruption and Organised Crime in Central and Eastern Europe. The research was carried out in the capital cities of 8 countries. The research consisted of two parts: poll of the population (1526 persons in Vilnius) and business entities (525 in Vilnius), the findings of which are introduced in the article.
