Terorizmas ir jo prevencijos Lietuvoje problema

LTStraipsnyje nagrinėjama Lietuvos valstybės praktika ir patirtis terorizmo prevencijos ir kovos su terorizmu srityje. [...] Straipsnyje keliama terorizmo sampratos problema. Pripažįstama, kad šiuo metu nėra visuotinai priimtos terorizmo sąvokos. Terorizmo samprata glaudžiai siejama su teroro akto terminu. Autoriai daro išvadą, kad terorizmo terminas turėtų būti suprantamas kur kas plačiau ir apimti ne tik tarptautiniuose dokumentuose vartojamas įvairias su terorizmu susijusias nusikalstamas veikas, bet ir valstybių vidiniam nacionaliniam saugumui kylančias grėsmes bei pavojus. Straipsnyje gana detaliai pateikiama ir analizuojama terorizmo prevencijos ir kovos su terorizmu teisinė bazė. Ypač daug dėmesio skiriama Lietuvos valstybės ratifikuotoms tarptautinėms sutartims ir priimtiems įstatymams bei kitiems teisės aktams, reglamentuojantiems terorizmo prevencijos klausimus. Pagrindinis straipsnio akcentas nukreiptas į terorizmo prevencijos ir kovos su terorizmu situacijos tyrimą Lietuvoje. ENThe paper analyses the practice and experience of the State of Lithuania in the area of prevention of and fight against terrorism. [...] The paper points out the problem of the concept of terrorism. It is admitted that currently there is no unanimously adopted concept of terrorism. It is closely related to the term of the act of terrorism. The authors conclude that the term of terrorism should be considered more widely and should cover not only various terrorism related criminal acts as provided in international documents, but also the threats and dangers to the internal national security of states. The paper presents and analyses the legal framework of the prevention of and fight against terrorism in detail. It particularly focuses on the international treaties ratified by the State of Lithuania and adopted laws as well as other legal acts regulating the issues of terrorism prevention. The paper investigates the situation of the prevention of and fight against terrorism in Lithuania. [...] The authors point out reasons and argue that international terrorism poses the greatest threat to Lithuania’s national security. Possible spread of internal terrorism is also noted. The paper analyses the entities participating in the prevention of and fight against terrorism, and points out their competence in this area. It also overviews national programmes that envisage the directions and trends of the development of the prevention of and fight against terrorism, which serve the purpose of eliminating the causes of appearance and spread of terrorism.
