The Aspects of evaluation and management of the national economic security level

LTNors šalies ekonominis saugumas yra viso nacionalinio saugumo pagrindas, Lietuvoje nėra nei teorinių, nei praktinių darbų apie esamos ekonominio saugumo būklės kiekybinį ir kokybinį įvertinimą bei dinamiką. Straipsnio tikslas yra pateikti naują, palyginus paprastą ir suprantamą pakankamo nacionalinio ekonominio saugumo koncepciją ir jos įvertinimo kriterijus. Pakankamas nacionalinio ekonominio saugumo lygis – tai tokia stabili ekonomikos būklė, kai šalyje yra užtikrintas realus (pakankamai aukštas) pragyvenimo lygis, kai užtenka lėšų ir kitų resursų apginti ir apsaugoti piliečius, įmones, institucijas, žemę, vandenis, atmosferą ir gamtinius išteklius nuo vidaus ir išorės grėsmių. Pagrindiniai kriterijai, kuriais remiantis galima būtų įvertinti ar ekonominio saugumo lygis yra pakankamas, galėtų būti tokie: pragyvenimo lygis, proc. nuo bendrojo vidaus produkto (BVP); nacionalinės pajamos (NP), proc. nuo BVP; užimtumo lygis, proc.; infliacijos lygis, proc.; valstybės biudžeto deficitas, proc. nuo BVP; einamosios sąskaitos deficitas, proc. nuo BVP; ir kt. Nacionalinio ekonominio saugumo garantas – tarptautinių santykių stabilumas, finansų, aukštos kvalifikacijos specialistų paklausos-pasiūlos, ekonominės ir kitos labai svarbios informacijos, santykių su visuomene veiksmingas valdymas. ENAlthough the national economic security is the base of the whole national security, Lithuania does not have any theoretical or practical works on the qualitative and quantitative assessment and dynamics of the current situation on the field of economic security. The article aims to present a new and relatively simple and comprehensive concept of the sufficient national economic security and criteria for assessment thereof. The sufficient level of national economic security is such a stable economy when a country has a safe actual (relatively high) standard of living, when funds and other resources are enough to defend and secure citizens, companies, institutions, land, waters, atmosphere and natural resources from internal and external perils. The main criteria to provide the basis for assessment of whether the level of economic security is sufficient enough could be the following: standard of living, % of the gross domestic product (GDP); national revenues, % of the gross domestic product, employment rate, %, inflation level, %; state budget deficit, % of the gross domestic product, current account deficit, % of the gross domestic product, etc. The guarantee of the national economic security is the stability of international relations and efficient management of finances, supply and demand for highly-qualified specialists, economic and significant information, and public relations. To manage all dominating factors, current institutions should be reorganised based on the principles of transparency, responsibility, accountability and foresight.
