LTStraipsnis parengtas, remiantis analogiško pavadinimo autoriaus pranešimu, darytu Šeštosios kasmetinės tarptautinės mokslinės konferencijos „Integracija į Europos Sąjungą: Verslo infrastruktūros kūrimas“, kuri įvyko Vytauto Didžiojo universitete 2002 m. rugsėjo 19- 21 d.d., plenariniame posėdyje. Jame atskleistos Lietuvos Respublikos muitinės kūrimo ir raidos aplinkybės, funkcionavimo tobulinimo prielaidos, nagrinėjami mikro ir makro aplinkos pokyčiai, reikalaujantys muitinės reorganizavimo, nurodomos reorganizavimo ir modernizavimo gairės. ENThe paper is based on the analogous report that was wade by the author at the Plenary Session of the Sixth Annual International Scientific Conference "Integration to European Union: Creating Business Infrastructure" that was held in Vytautas Magnus University on September 19-21, 2002. The article is devoted to the important problem of creation, correction and realization of strategy in the State institution - customs in connection with the process of Lithuania's joining the European Union (EU). Author discovers circumstances that determined creation and development of Lithuanian customs, assumption of it's working perfection, analyses changes of micro and macro environment that stimulate custom's reorganization, guidelines of it's reorganization and modernization are specified. Main components of strategy of Lithuanian Customs are presented in the article. The particular attention is paid to the changes in the customs' strategy in connection with customs activity in Customs Union. [From the publication]
