Summary / Abstract:

LTStraipsnyje analizuojamas smulkaus ir vidutinio verslo (SVV) vaidmuo įgyvendinant regioninę politiką. Racionalūs ir efektyvūs SVV skatinimo instrumentai privalo dominuoti regioninėje politikoje, taip užtikrinant sėkmingą regionų ekonomini; raidą. Straipsnyje analizuojama SVV įtaka regionų ekonomikai, akcentuojant svarbiausių ekonominės plėtros rodiklių - nedarbo ir BVP priklausomybę nuo SVV įmonių skaičiaus regionuose. Straipsnyje taip pat apžvelgtos sėkmingos regioninės SVV skatinimo iniciatyvos Kauno apskrityje, išryškinant integruoto SVV skatinimo modelio kūrimo poreikį. Autoriai straipsnyje pasiūlė tokio modelio suformavimo principines nuostatas bei išryškino svarbiausiais SVV remtinas sritis, galinčias turėti didžiausios teigiamos įtakos regionų ekonominiam augimui. ENThe main objective of regional policy is to foster economic development of different regions eliminating development gaps between them. Strong small and medium business sector is one of the most important instruments in economic development. We can state that SMEs are becoming blood of the national and world economics. That is why support for SMEs shall become priority not only in speeches and strategic documents but in reality as well. SMEs development shall become one of the main integral parts of economic and regional policy supported by law and financial instruments. Planning is one of the most important things fostering SMEs development on regional level. The main Planning document on the regional level is regional development plan, which shall provide measures for SMEs infrastructure development and support instruments. Currently almost all the financial support for SMEs, is centralized on the national level. Regional policy is mainly based on the administration and implementation of EU support through financial instruments ISPA, SAPARD and PHARE SES, and preparation for use of structural funds. Centralized SMEs support system leads to the situation where SMEs support institutions' activities are not coordinated and orientated to solve wider regional problems. These institutions shall be more focused on implementation of regional policy through integrated SMEs support instruments.Therefore the cooperation network of SMEs support institutions shall be developed. Such a network would bring together different actors implementing regional policy. The major role should lie on the regional authorities providing coordination of national and local interests and integrated attitude to the SMEs support system as one of most important instruments of regional policy. The structure of network would be as pyramid which foundation should be interactive innovation centers, business information and consultation centers, business incubators, scientific and technological parks, and clusters. Such an integrated structure would help to coordinate SME's support activities and use state funding for that more effectively. But the most important output should be target use of SME's support instruments for more successful implementation of the Regional policy. [From the publication]
