The Baltic states between the World wars : foreign policy options and the problem of neutrality

LTJei Šveicarijos užsienio politika yra klasikinis neutraliteto pavyzdys, apie Rytų Europos valstybių neutralitetą kalbėti būtų sudėtinga. Jei ir esama manančių, kad nepriklausomų Baltijos valstybių susikūrimas regione tarpukario metais buvo pastanga išsaugoti neutralią zoną tarp Vokietijos ir Rusijos, galima daryti išvadą, jog toks bandymas nebuvo sėkmingas. Nors kiekviena neutrali valstybė turi savą neutraliteto modelį, galima būtų išskirti tris neutralios valstybės identifikavimo parametrus: pirma, kaimyninių valstybių galios balanso palaikymas; antra, didžiųjų galių garantijos; trečia, piliečių pritarimas valstybės neutraliteto statusui. Straipsnyje analizuojamas Baltijos valstybių neutralitetas tarpukario laikotarpiu atsižvelgiant į tris minėtus parametrus. Baltijos valstybių neutraliteto žlugimą lėmė ne tik sudėtinga geopolitinė to meto situacija, ne tik didžiųjų regiono galių balanso kaita, bet ir neišvystyta, nestabili Baltijos valstybių politinė tapatybė (lietuviai, pavyzdžiui, buvo pasiruošę net paaukoti valstybę, kad išsaugotų nacionalinį pasididžiavimą – sostinę Vilnių). Baltijos valstybes ne tik kamavo vidinės socialinės ir etnokultūrinės įtampos, jos taip pat stokojo patirties tarptautinėje politikoje. ENIf Swiss foreign policy is a classic example of neutrality, then it would be difficult to speak about neutrality of Eastern European countries. If there still are people believing that the foundation of independent Baltic states during the period between the world wars in the region was an attempt to sustain a neutral zone between Germany and Russia, nevertheless a conclusion can be made that such attempt was not successful. Though every neutral state has its own model of neutrality, three parameters identifying a neutral state can be distinguished: first of all, maintenance of power balance of the neighbouring countries; second, guarantees of the great powers; third, population's approval of the neutrality status of the country. The article analyses the neutrality of the Baltic States in the period during the world wars with the above-mentioned three parameters taken into consideration. Failure of the neutrality of the Baltic States was determined not only by complex geopolitical situation of that time, dynamics in the balance of the great powers of the region, but also by underdeveloped, unstable political identity of the Baltic States (e.g., Lithuanians were ready to sacrifice even their state to preserve their national pride - capital Vilnius). The Baltic States suffered from internal social and ethical cultural tension, plus they lacked experience in international politics. Because of the above-mentioned reasons, some great powers in the region avoided making a serious commitment in pursuit of stability in the Baltic region, while others were simply working on the plans to annex the Baltic states.
