ENArticle is aimed to assess volume of strategical planning in the industrial companies of Šiauliai town, to analyse internal potential and their development processes, to measure and establish benefit, brought by the strategics chosen and implemented as well as the factors, having predetermined choice of a company. Target questioning in the industrial companies of Šiauliai town was performed in August and September, 2000 with the means of a structural form (questionnaire). The following essential features were chosen for analysis: location of a company (geographical); analysis of the main selected and applied strategics of company activity; assessment of the factors, predetermining choice of the strategy. Subject of investigation - evaluation of the activity strategics, chosen and applied by Šiauliai industrial companies. Methods of investigation - the article has been prepared using the methods of scientific literature systematic analysis, comparison and generalization, questioning method, establishing changes, caused by the chosen strategics in the companies. Seeking to forecast implementation process for the chosen strategics in a company, 40 companies, located in Pramone and Gubernija districts were analysed. Results o f the investigation show that the protective strategical decisions passed were predetermined by limited capacities and lack of funds in the companies. Smaller part of the companies, having applied this strategical alternative, specified positive situation in the production realization market, suitable for the company. Shortages of underdeveloped production presentation channel and small purchasing power of the consumers was disclosed. The companies specified their desire to expand production assortment as the most important stimulus for investments in 2001-2003. This is first of all unfavourable investment control order and lack of information data.To eliminate these shortages the companies provide such factors: search for external funding sources, market investigation arrangement, making an information data base. Other important factors, influencing investment solutions arc as follows: need to modernize manufacturing technology, seeking to accommodate with the foreign market conditions, horizontal integration and activity diversification strategy realization. The main shortages, thought by the executives as hindrances for laking more active steps, were disclosed. Heads of the industrial companies lack skills of strategical planning, because quality and quantity differences may be found out in the comparison of planned aims and actual progress. Failure of the past strategics was caused by increased prices for natural resources and raw materials, late payment of the buyers, competitors' advantages in marketing, growing currency-related risk, inefficient implementation of innovations. From the point of view of economic development, forecasts of the companies, active in 2001, arc pessimistic, because greater part of the companies arc planning just to maintain their current position. While developing industry in Šiauliai town, one should orient towards establishment of science - receptive companies, industry concentration and creation of clusters. [From the publication]
