ENOne of the most difficult problems organizations and their leaders face in today's World market is not the challenge to cope with the increasing complexity of the business but the challenge to cope with increasing speed of change. This fact brings today's managers into the position to rethink the business they manage and to look for the new possibilities to utilize the internal potential of their organizations in the new market conditions. Operational efficiency of the organization as a social system can be described as efficient utilization of its internal potential and external conditions that facilitate such autilization. Therefore only the system that operates efficiently can utilize all the potential that it has and look for the possibilities to increase it. Recent works in management theory describe potential of social system not only as the total utilization of its "hard" resources but also as enhancement of their relationships. Authors as Margaret Wheatley argue that real "power in organizations is the capacity generated by relationships". Using the example of the real situation in today's Lithuanian oil sector this article describes the svays to evaluate the key characteristics of potential hidden in this particular social system. With the help of holistic understanding of its potential and future changes in the surrounding environment we can explore the possibilities of increasing the major goals and abilities of the social system opening the way for its self-development.
