LTStraipsnyje nagrinėjama bendrųjų ir specialiųjų planų rengimo sistema, teisinės nuostatos ir praktika. Analizuojamos pasirinktos bendrųjų planų charakteristikos, siūlomas naujas bendrųjų planų rengimo modelis. Nagrinėjamos Žemės, Saugomų teritorijų ir Nekilnojamojo kultūros paveldo apsaugos įstatymų specialiųjų planų rengimo nuostatos, jų genezė nuo pirmosios iki aktualios redakcijų. Siūlomi nauji specialiojo teritorijų planavimo dokumentų rengimo modeliai, jų alternatyvos. ENTerritory planning is one of the most effective state administration tool, with allows to organize purposely all types of activities in planned territory. The article deals with general planning system provided in Territory planning law. By selection of parameters characterizing comprehensive plans (size of the planned territory, the level of details and the purpose of plan) the attempt was made to set the place for comprehensive plans in arrangement, usage and protection policy of municipal and state territories along with requirements for plan preparation, considering planning practice. The alternative comprehensive planning system model is proposed, which waves the preparation of comprehensive plans for counties and tows. In regards to the problem of the special planning, it is noted that the numbers of such plans to be prepared is unjustifiably high. Because of this, complex and integrated planning model is losing its features and tendencies of departmental and sectoring planning are taking over and planning becomes the tool of process instead of tool of usage. While analyzing the goals of special plans to be prepared in accordance with the land, Protected areas and Immovable culture heritage protection laws, essential mistakes of non-compliance with planning theory are revealed when documents not containing fundamental territory planning features (solutions) are named as such.Proposal is made to decrease the number of special plans to the minimum with priority given to the comprehensive and detail plans. Suggestion is made to prepare special plans just in case, when planned area cannot be regulated by the solutions provided in comprehensive or detail plans or in case, when state requires fast and effective implementation of its strategic task.
