The "Imperial" diplomacy of Lithuania
LTLietuvos narystės NATO ir Europos Sąjungoje (ES) perspektyvos skatina permąstyti šalies užsienio politikos prioritetus atsižvelgiant į kintančią tarptautinės politikos tikrovę bei naujas galimybes. Jau nuspręsta, kad tapusi euroatlantinių struktūrų dalimi Lietuva plėtos glaudesnius santykius su Baltarusija, Ukraina, Moldova ir Pietų Kaukazo valstybėmis. Taigi ryškėja gana aiškūs ankstesnio ir būsimo mūsų valstybės užsienio politikos skirtumai: siekdama narystės NATO ir ES, Lietuva rūpinosi tik savo interesais, o dabar išaugęs dėmesys minėtoms Rytų Europos ir Kaukazo valstybėms liudija, kad berods pirmą kartą nuo Lietuvos Didžiosios Kunigaikštystės laikų Lietuva siekia tapti regionine valstybe, o jos užsienio politikos programa įgyja „imperinės politikos“ bruožų. Todėl svarstant tokius užsienio politikos pokyčius yra prasminga ir pagrįsta atsigręžti į praeitį, į „imperinės“ Lietuvos laikus. LDK gyvavo nuo XIII-XVIII a., tačiau tai nereiškia, kad valstybė nuosekliai ir nuolatos vykdė imperinę politiką ar naudojo imperinės diplomatijos priemones. Jei imperinę politiką traktuosime kaip valstybės įtakos stiprinimą ir teritorinę galios skaidą kitų regiono valstybių sąskaita, galėsime pristatyti šiuo požiūriu naują LDK istorijos periodizaciją, kuri ir pristatoma šiame straipsnyje. ENProspects of Lithuania’s NATO and EU membership encourage reconsidering national foreign policy priorities with regard to the changing reality of international politics and new opportunities. It has been decided that having joined Euro Atlantic structures, Lithuania will develop tighter relations with Belarus, Ukraine, Moldova and states of the South Caucasus Region. Therefore, rather clear differences of the former and future national foreign policy are emerging: when seeking NATO and EU membership, Lithuania was concerned only with its own interests, whereas, the recently increased interest in states of Eastern Europe and the South Caucasus Region evidences that it is probably the first time since the Grand Duchy of Lithuania, Lithuania is aspiring to become a regional state, and its foreign policy programme is gaining features of “imperial politics”. Therefore, when considering such changes in foreign policy, it is expedient and reasonable to regard the past “imperial” period of Lithuania. Grand Duchy of Lithuania existed from the 13th century to the 18th century, however, it does not mean that the state implemented its imperial policy or applied imperial means of diplomacy in a coherent and continuous manner. If we interpret imperial policy as strengthening of the state’s influence and enhancement of its territorial power at the cost of other states of the region, with this regard, we could present a new periodization of the history of the Grand Duchy of Lithuania, which is presented in this article. Although the foreign policy of the Grand Duchy of Lithuania has been studied extensively, one question remains unanswered: whether and how the ancient tradition of Lithuanian diplomacy can be used when forming the current course of the foreign policy of Lithuania?.
