Sophisticated evaluation of the efficiency of functioning of national commodity markets

LTDarbas skirtas kompleksiniam šalies prekių rinkų funkcionavimo lygio vertinimui. Sprendžiant šią mokslinę problemą turi būti akcentuojamas holistinis požiūris ir sukurta rafinuota vertinimo metodologija. Parengtų vertinimo principų akcentai – rinkų komponentų formalizacija, trijų lygių kriterijų sistema (pirminiai kriterijai, integruoti kriterijai ir generalinis kriterijus) bei daugiakriterio vertinimo metodų taikymas. Tokiu būdu turime galimybę įvertinti tiek skirtingus pirminių kriterijų reikšmingumus, tiek ir integruotų kriterijų (prekių rinkų komponentų), apsprendžiančių šalies prekių rinkų išsivystymo lygį, svorius. Pirmiausia identifikuoti pirminiai indikatoriai ekspertiniu būdu įvertinami 10 balų sistema, drauge nustatomas kiekvieno iš jų reikšmingumas. Suformuotos rinkų apimčių ir dominavimo rinkose indikatorių grupės, kuriose išskirti šie indikatoriai: vidaus ir užsienio prekybos rinkų parametrai, konkurencinių pranašumų charakteristikos, dominavimo rinkose pobūdis, rinkų rafinuotumas, marketingo strategija.Kriterijų reikšmių ir jų reikšmingumų sandaugų sumavimo metodu nustatomi komponentų lygio indeksai ir tuo pagrindu, taikant kompleksinio proporcingo vertinimo metodą bei atsižvelgiant į kiekvieno integruoto kriterijaus svorį, nustatomas konsoliduotas išmatavimas – bendrasis prekių rinkų indeksas. Atlikus pirminių indikatorių bei komponentų analizę, įvertintas Lietuvos prekių rinkų funkcionavimo lygis pagal 2010 m. situaciją ir pagal prognozuojamų pirminių indikatorių lygio pokyčių scenarijų. Apibendrinant vertinimo rezultatus galima konstatuoti, kad tiek komponentų, tiek ir bendrasis rinkų lygis yra žemesnis negu vidutinis tarp naujųjų ES šalių. ENPaper deals with a sophisticated evaluation of the level of functioning of the country's commodity markets. The formulated principles of the consolidated evaluation of commodity markets focus on formalisation of market components, a three-level criteria system (primary criteria, integral criteria and the general criterion) and application of multi-criteria evaluation methods. Thus, an opportunity is provided for the evaluation of both different significances of primary criteria and the weights of integral criteria (components of commodity markets) determining the level of development of a country's commodity markets. Firstly, the identified primary indicators are evaluated, by means of expert examination, in the 10-point system, with the significance of each of them established concurrently. The groups of market size and competitive advantage indicators and market dominance, tariffs and financial indicators have been formed.The Simple Additive Weighting method helps to determine component level indexes and, on such a basis and by means of the Complex Proportional Assessment method as well as having regard to the weight of each integral criterion, a consolidated measure, namely, the general commodity market index, is established. Lithuania's commodity markets functioning level has been evaluated according to the 2010 situation and the scenario of projected changes in the level of primary indicators. Summing up the results of the evaluation, a conclusion may be drawn that both the component level and the general market level are below the average of the new EU Member States. [text from author]
