The Baltic evening in parlament : how Canadian Lithuanians and other Balts lobbied for their homelands during the cold war period

LTStraipsnyje pažymima, kad nuo XX a. aštuntojo iki dešimtojo dešimtmečio pradžios Baltų vakaras Kanados parlamente buvo unikali lobizmo forma, kurią pasitelkė lietuvių, latvių ir estų bendruomenės, siekdamos išreikšti protestą prieš savo gimtųjų šalių įjungimą į Sovietų Sąjungą. Baltų vakarų sėkmė skatina iškelti klausimą, kaip mažoms etninėms grupėms pavyko pritraukti ir išlaikyti visų Kanados parlamento partijų paramą šiam renginiui. Straipsnyje ieškoma atsakymų į šį klausimą. Daroma išvada, kad Baltų vakarų Kanados parlamente sėkmei įtakos turėjo kintanti Kanados visuomenės vizija, propaguota dalies Kanados Vyriausybių nuo XX a. septintojo dešimtmečio. Ženkliai didesnėms ir įtakingesnėms etninėms grupėms nepavyko pasiekti tiek, kiek Pabaltijo tautoms, nes parlamento parama mažoms grupės turėjo simbolinę galią – įkūnijo diaugiakultūrinės visuomenės politiką, kurią valstybė siekė įgyvendinti nenorėdama sukelti etninių įtampų. Kita vertus, Baltų vakarų pasekmės nebuvo tik simbolinės, kadangi renginys atliko švietėjišką misiją Kanados politinio elito tarpe – skleidė informaciją apie padėtį Baltijos valstybėse – bei padėjo etninėms bendruomenėms ginti jų interesus okupacijos metu bei susigrąžinant suverenitetą.Reikšminiai žodžiai: Baltijos šalys (Baltic states); Šaltasis karas; Kanados parlamentas.

ENThe article notes that from the 8th to the beginning of the 10th decade of the 20th c. the Baltic Evening served as a unique form of lobbying, used by Lithuanian, Latvian, and Estonian communities in an attempt to protest the incorporation of their native countries into the Soviet Union. The success of the Baltic evenings begs the question of how the small ethnic groups succeeded in attracting and retaining the support of all the parties of the Canadian Parliament for this event. The article is a search for the answers to this question. The conclusion is that the success of the Baltic evenings in the Parliament of Canada was influenced by the changing vision of Canadian society, the vision that was propagated by some Canadian governments since the seventh decade of the 20th c. Considerably larger and more influential ethnic groups failed to achieve what the Baltic nations achieved, for the Parliament’s support for smaller groups carried the symbolic power: it embodied the policy of a multicultural society. Through such a policy, the country aimed to avoid ethnic tensions. On the other hand, the outcomes of the Baltic evenings were not merely symbolic – the event carried out an educative mission (by spreading the information about the situation in the Baltic states) and aided the ethnic communities in protecting their interests during the occupation as well as in restoring their national sovereignty.
