ENThe article analyses the construct of strategic competence as an important, completely separate part of overall communicative competence underlying our ability to utilize all of the elements of language competence - and of psychomotor skills as well - in the process of negotiating meaning. Furthermore, the findings of the quantitative research carried out at Vytautas Magnus University in 1998 / 1999 are presented. The research focused on the use of learning strategies by the two groups of students - successful and unsuccessful learners of English. The research data show that students use learning strategies sparingly. The most frequently used strategies are metacognitive ones. Besides, the comparison of the data between the groups indicates the existance of statistically significant differences (when p<.05) in the use of some cognitive, metacognitive and affective strategies, and almost all social and compensation strategies by the two groups of students. The article encourages the teachers to assist their students to become cognizant of the ways they learn most effectively and to develop strategies and ways to become more motivated and independent learners.
