Valstybės sienos apsaugos tarnybos pareigūnų kompetencijų tobulinimo pagal mokymus "Dokumentų tikrinimas ir tyrimas" analizė

LTKompetencijų tobulinimas yra skirtas gerinti asmens, šiuo atveju pareigūno, gebėjimus vykdyti jam pavestas funkcijas ir yra glaudžiai susijęs su tarnybine veikla, padidina darbinės veiklos vertę ir darbo našumą, sustiprina pareigūno pasitikėjimą savo jėgomis, sukuria platesnes perspektyvas karjerai, formuoja geresnį organizacijos klimatą. Pareigūnų mokymasis ir kvalifikacijos tobulinimas naudingas ir organizacijai, kadangi skatina pareigūnų motyvacijos augimą ir sudaro sąlygas tiksliai, savalaikiai ir efektyviai spręsti jai keliamus uždavinius nuolat besikeičiančioje aplinkoje. Bazinis išsimokslinimas leidžia išlaikyti reikiamą pasirengimo lygį neilgai. Praėjus tam tikram laikotarpiui, kiekvienas pareigūnas turi tobulinti savo kvalifikaciją. Svarbu organizuoti tų sričių kvalifikacijos tobulinimą, kur žinių pokyčiai yra esminiai. Europos Sąjungos (toliau ES) bei Šengeno teisinės normos1 reikalauja, kad išorinės sienos būtų saugomos ir kontroliuojamos laikantis tam tikrų standartų ir vienodų veiklos instrukcijų, pvz., užsieniečių atvykimo sąlygų tikrinimo, prieglobsčio prašymų priėmimo, vizų išdavimo ir kt. Reikalaujama, kad pasienio tikrinimus ir valstybių sienų patruliavimą atliktų specialiai parengti ir kvalifikuoti pareigūnai.Bendri veiklos prie ES išorinių sienų standartai reikalauja ES valstybėse narėse, tarp jų ir Lietuvoje, sukurti ir įdiegti bendrą pasieniečių mokymo turinį. Todėl remiantis ES bei Šengeno teisyno normomis Valstybės sienos apsaugos tarnyba prie Lietuvos Respublikos vidaus reikalų ministerijos (toliau Tarnyba) nuosekliai organizuoja mokymus pareigūnų kompetencijų tobulinimui. ENCompetence development – a complex process, it must meet the general objectives of theorganization, of the departments of the organization. Competence development is designed to improve a persona, in this case an official capacity to carry out its assigned functions and is closely associated with the service, increasing the value of employment and labor productivity, strengthens the officer‘s self-confidence, creates a wider career, develop a better organization as officials encourage the growth of motivation and provides accurate, timely and effectively deal with its challenges in a constantly changing environment. Basic education allows you to maintain the required level of preparedness for long. After a certain period, each officer has to improve his skills. It is important to organize in service training in areas where knowledge development is essential European Union and the Schengen rule of law requires that the external borders are protected and controlled in accordance with certain standards and operating instructions, for example: the entry conditions of foreign control, asylum seeker, visa and ect. Requires, that the border controls and border patrols carried out by specially trained and qualified officers. General activities at the European Union external border standards require European Union member states, including Lithuania, to develop and implement a common curriculum for border guards.Therefore, according to the European Union and the Schengen aquis in the State Boarder Guard Service under the Lithuania Ministry of Internal Affairs, consistent training to officers of competence development. The article discusses of the development of competencies issues in subjects "Document analysis and protection". The best possible State Border Guard Service to their authority and changes in the organization since 2004 providing training on targeted themes, according to the recommendations European Union and the Schengen aquis. Since the development of competence in of great importance both to the State Border Guard Service, as well as to each officer, to review any relevant quantitative and qualitative value to the State Border Guard Service gives these teachings. Article aim – to reveal The State Border Guard Service officers in training on "Document analysis and protection", reasoning and determine the impact of competence development officials to age, education and subjects taught in the training content and organization of quality. The object of the research – The State Border Guard Service officers motives, which are qualified theme of "Document analysis and protection". Methods of the research – analysis of scientific literature, questionnaire survey, comparison. The study was conducted in 2005-2010. The survey involved 750 students of all ages.
