Bendrosios žemės ūkio politikos perspektyvos : link darnaus vystymosi

LTPo 2013 m. laukiami esminiai BŽŪP pokyčiai. Dėl PPO derybų mažės vieningos rinkos apsauga, numatomas bendrojo sektoriaus rėmimo sumažėjimas ir rėmimo kryptingumo pasikeitimai. Tyrimo tikslas – įvertinti BŽŪP pokyčių veiksnius ir galimus tų pokyčių padarinius darnaus žemės ūkio vystymosi aspektu. Remiantis BŽŪP reformos bendrų krypčių ir alternatyvų analize daroma išvada, kad paramą vis labiau atsiejant nuo produkcijos tipo ir apimties, ūkininkai, darydami gamybos sprendimus, turės daugiau remtis aplinkosauginiais kriterijais, bus pasiekiami geresni viešųjų gėrybių kūrimo žemės ūkyje rezultatai. ENCommon Agricultural Policy (CAP) is criticized for its distortive and ineffective policy measures. Although the CAP has changed considerably, it still provides the support that distorts the market and creates unequal competition. Besides, the policy measures are not enough effective in reaching the CAP goals. Due to the increasing pressure of the WTO and the need to react to the new conditions, the CAP should change considerably after 2013 when the next long-term framework will come into force. The article analyses current CAP measures and the factors that have influence on the CAP reform. The purpose of the article is to reveal the possible changes of the CAP and their compliance with sustainable development principles. The EU support to agriculture will be further decoupled and linked to public goods creation. The support level will depend on agricultural land with organic farming or other environmental liabilities. [From the publication]
