Summary / Abstract:

LTAtvirieji švietimo ištekliai – laisvai per internetą prieinami švietimo ištekliai (kurso medžiaga, knygos, simuliacijos, eksperimentai, demonstracijos, vaizdo ir garso įrašai ir kt.), kuriuos kuria ir naudoja švietimo įstaigos, mokytojai, dėstytojai, mokiniai ir studentai. Atvirieji švietimo ištekliai (AŠI) yra nemokami, t. y. norint jais naudotis nereikia mokėti jokio mokesčio ar pirkti licencijos. Naudojant AŠI mokomasi asinchroniniu būdu, bendraujama taip pat naudojantis informacinėmis technologijomis. Studijoje aptariama nacionalinė politika, taikant IKT (analizuojamos strategijos ir politikos dokumentai), išryškinamos nacionalinės iniciatyvos, skirtos palaikyti ir plėtoti IKT taikymą Lietuvos švietime. Nagrinėjama dabartinė atvirųjų švietimo išteklių pažanga Lietuvoje – infrastruktūros plėtra ir technologijų pažanga, mokymo programų turinio modernizavimas, švietimo darbuotojų mokymai, AŠI saugyklos, IKT įrankiai švietime, švietimo ištekliai, dalyvavimas projektuose. Aptariamos AŠI daugiausiai žadančios tendencijos, perspektyvos ir plėtros veiksniai Lietuvoje. Nacionalinės programos, skirtos IKT taikymui, ir toliau sutelkia dėmesį į infrastruktūros plėtrą. Programos apraše nėra atsižvelgiama į Europos prioritetus (įskaitant AŠI plėtrą). Turimi ištekliai netenkina atvirųjų švietimo išteklių. ENOpen educational resources are educational resources available freely on the internet (incl. course material, books, simulations, experiments, demonstrations, video and audio recordings, etc.), developed and used by educational institutions, teachers, lecturers, pupils and students. Open educational resources (OER) are available free of charge, i.e. they are available for use with no fee or obligation to purchase a licence. When OER are used, teaching is based on asynchronous method, and communication also involved information technologies. The study discusses national policy applying ICT (analysing strategies and policy documents), discusses national initiatives, intended to support and develop application of ICT in the Lithuanian education sector. The paper examines current progress in terms of OER in Lithuania, incl. development of infrastructure and technological progress, modernising of contents of teaching programs, and training of education employees, OER storage facilities, ICT tools in education, education resources and involvement in projects. It further discusses most promising trends, perspectives and development factors of OER in Lithuania as well as national programs intended for application of ICT still focussing on development of infrastructure. The program description does not take the European priorities into accounts (incl. development of OER). The resources available do not correspond to the OER. There is no program in Lithuania that would take the opportunities and needs of OER, and that would encourage OER based education policy.
