Kauno miesto valdžia ir cechai XVIII a. antroje pusėje

LTNuo XVI amžiaus antrosios pusės Kauno miesto administracinės, teritorinės, teisinės ir ūkinės savivaldos ribose ėmė kurtis amatininkų cechai. Šios uždaros profesinės bendrijos tvarkėsi pagal magistrato ir valdovo patvirtintą statutą, o jų nariai turėjo paklusti cecho seniūnams ir miesto tarybai. Šiame straipsnyje, remiantis neskelbtais magistrato posėdžių protokolais, yra apžvelgiamas cechų atstovų dalyvavimas sprendžiant miestui aktualias problemas, miestiečių bendruomenės prisiekusiųjų institucijų sudėties kaitą, amatininkų galimybes tapti visateisiais miestiečiais XVIII amžiuje. Vienas iš būdų amatininkams patekti į miesto valdžią buvo atskirų asmenų karjera. Turtingesni, verslūs ir veiklūs amatininkai pereidavo į pirklių sluoksnį, tačiau tuo pat metu jie nustodavo būti amatininkais. Kaune aptariamuoju laikotarpiu pirklių teisę priėmė mažiausiai 5 amatininkai. Iš posėdžių protokolų matyti, kad XVIII amžiuje miesto valdžioje dažniau imta atstovauti abi miestiečių grupes – ne tik pirklius, bet ir cechų amatininkus. Nuo XVII amžiaus vidurio vieną ar kelis cechų seniūnus bei jų pavaduotojus matome beveik kiekviename posėdyje. Antroje amžiaus pusėje jų vis gausėjo. Tokias permainas galima sieti su XVIII amžiaus pabaigos miestiečių sąjūdžiu. Ketverių metų seimo reformų metu priimti įstatymai demokratizavo miesto valdymą. ENSince the second half of the 16th c., craft workshops began to establish in the territory of the administrative, territorial, legal and economic autonomy. These close professional communities were managed according to the statute approved by the magistrate and the ruler. Their members had to obey to the monitors of workshops and the board of the town. With regard to unpublished protocols of the magistrate meetings, the article reviews the participation of the heads of workshops while solving the problems topical to the town. Also, it includes the change of people in the jury institutions in the citizen community and the opportunities of craftsmen to become competent citizens in the 18th c. One of the ways for craftsmen to become members of the town's governments was an individual career. Rich, clever and active craftsmen became tradespeople, however at the same moment they stopped being craftsmen. At the discussed period in Kaunas, at least 5 craftsmen accepted the rights of traders. The meeting protocols reveal that in the 18th c. more and more frequently both groups of citizen (traders and craftsmen) were represented in the town government. Since the middle of the 17th c., one or a few heads of workshops and their assistants were met in almost all meetings. In the second half of the century, there were even more of them. Such changes can be related to the movement of citizens at the end of the 18th c. During the reforms of the Four-year Seimas, adopted legislation democratized the management of the town. At the end of the 18th c., the change of autonomic structures and social base and increased opportunities of social mobility are seen in Kaunas.
