Retorikos taikymo viešosios tvarkos apsaugos ir policijos pareigūnų kvalifikacijos kėlimo srityse galimybės

LTRetorika – tai mokslas ir menas kaip žmogaus elgseną įtakoti žodžiu. Pagrindinės poveikio kategorijos – įtikinimas ir retorinė persvazija, kuri yra efektyvi fizinės jėgos alternatyva. XX a. atgimusi retorika, be kitų sričių, sėkmingai įsitvirtino politikos, teisės ir marketingo srityse. Taikomasis naujosios retorikos potencialas, naujas požiūris į argumentaciją ir ypatingas dėmesys oratoriaus asmenybės brandai leidžia ieškoti naujų jos efektyvaus panaudojimo sričių. Viešosios ir policijos pareigūnų nuomonės tyrimų duomenys rodo, kad viešosios tvarkos apsaugos lygis Lietuvoje nepakankamas, būtina skirti didesnį dėmesį policijos pareigūnų kvalifikacijos kėlimui ir jų įvaizdžio formavimui. Šio tyrimo tikslas – ištirti retorikos taikymo tinkamumą ir galimą teorinę naudą viešosios tvarkos apsaugos ir policijos pareigūnų kvalifikacijos kėlimo srityse. Atlikus tyrimą nustatyta: taikomoji retorika – nėra disciplina, mokinanti vien kalbėti. Tai metodologinis principas, prieitis, padedanti suvokti situaciją ir adekvačiai reaguoti. Policijos pareigūno veiksmai retorinėmis priemonėmis apsaugoti viešąją tvarką gali būti priskiriami bendrinei apeliacinių (įtikinimo) viešųjų kalbų rūšiai, pagal požymius artimi tematinei politinių kalbų grupei ir turi sąlyčio taškų su juridine retorika. Specialioji retorika policijos pareigūnams gali suteikti iš ekonominio taško pigią, bet demokratišką ir veiksmingą priemonę, kuri efektyviai pasitarnautų gerinant policijos pareigūno įvaizdį visuomenės akyse, didinant jų komunikacinę kvalifikaciją ir tobulinant viešosios tvarkos apsaugą. ENRhetoric – the art and science how to influence a human behavior by a word. The main categories of effect are conviction and rhetorical persuasion, which is an effective alternative to physical force. In XX c. the rhetoric has reborn. Among other issues, the rhetoric is well established in the fields of policy, legal and marketing. Applied potential of the new rhetoric, a new approach to reasoning, and special attention to orator‟s personal maturity allows to the rhetoric to explore new areas of its effective use. Suvey of public‟s and of police officers opinion shows that public order in Lithuania has not reached sufficient level, it is necessary to pay greater attention to in-service training of police officers and to the formation of their image. Purpose of this study – to examine suitability of the rhetoric to use it in public order and police officers training areas and its theoretical benefits. The conclusions. Applied rhetoric is not a discipline, which teaches just to speak. It is the methodological principle, aproach, which helps to perceive the situation and to respond adequately. Rhetorical actions of police officers to protect public order can be attributed to the general group of Appeal (persuasion) public speeches, they show the characteristics close to the thematic group of political speeches and are close to the legal rhetoric. The special rhetoric may give to the police officers a cheap (from the economic point of view) but effective and democratic tool, which can effectively improve the image of a police officer in the eyes of society, enhance their communication skills and improve the protection of public order.
