LTStraipsnyje nagrinėjamas elektroninės valdžios (toliau – e. valdžios) ir elektroninio verslo (toliau – e. verslo) santykis viešuosiuose pirkimuose. Autoriai analizuoja elektroninius viešuosius pirkimus, atsižvelgdami į Lietuvos narystės Europos Sąjungoje (toliau – ES) patirtį, įvardija kylančias problemas ir sunkumus elektroniniuose viešuosiuose pirkimuose. Aptariama smulkaus ir vidutinio verslo (toliau – SVV) padėtis elektroninių viešųjų pirkimų kontekste. ENInternet media commercialization leads to the appearance of new business models. Starting discussion on e-business and e-government integration capabilities and new business models resulting from successfully completed ones that already existed in the traditional business models have enabled businesses to reduce costs, increase production and efficiency of the public service and quality. E-business and e-government is an integral part of modern economics, called knowledge economy. These two elements of knowledge economy appeared together with orientation information more than a decade ago when people started using internet. People say that information technology development will determine the world’s economic growth. Despite the fact that public discuss about the number of public procurement problems this process requires deep attention of academics and practitioners. Therefore, an urgent problem is to assess the current situation in public procurement, to identify problems that most one often encountered in the field of public procurement and to suggest ways to improve public procurement as an existing fact, not only to large corporate structures, but also to SMB. E-government service delivery models of government to business and business to government is associated with the implementation of electronic public procurement, which helps to reduce bureaucracy and simplify formal procedures, to save civil servants' time and public money, improve product quality of purchased services, and promote competition between suppliers, public and private sectors collaboration and partnership. The methods set to attain the aim of the paper are the following: logical analysis and synthesis, comparative analysis, the review of scientific sources, the review of the legal basis, the review of statistics, the review of internet sources and nonstructural interview.The survey sample includes nine persons: three officers of Special Investigation Service of the Republic of Lithuania, Kaunas Department; three expert of Public Procurement Department at the municipality administration in Kaunas; three directors of different SMB companies.
