LTStraipsnyje formuluojamas klausimas: politinė valdysena apibūdinama kaip iš esmės dualistinis visuomenės valdomumo ir valdymo derinys: kas ir kiek reikalingas valdymo, kas ir kaip valdoma? Efektyvi politinė valdysena apibūdinama kaip valstybinės ir nevalstybinės politikos – subpolitikos formų dermė, garantuojanti visuomenėje ir valstybėje tvarką ir gerovę. Europinės integracijos ir globalizacijos procesai keičia įprastas nacionalinės politinės valdysenos koordinates. Šiame kontekste pateikiama daugiapakopės politinės valdysenos samprata. Kartu formuluojamas klausimas, kas ryžtingai ir be išimčių sprendžia politinės valdysenos klausimus. ENPolitical governance is defined as a dualistic combination of controllability and control of society: who and how much should be controlled and what and how is controlled? Effective political governance is defined as a harmonious combination of state policy and sub-policy ensuring social order and welfare. The processes of European integration and globalization change the conventional coordinates of national political governance. The concept of multi-stage political governance is given within this context. It goes together with the formulated issue: who decisively and unexceptionally solves the questions of political governance? The problem of Lithuanian political governance is formulated in the context of development emphasizing that the Lithuanian historical future depends on the effectiveness of political governance: catching up with the developed societies and states or lagging behind factually remaining within the "third world". Meanwhile, the political governance of Lithuania is inadequate to the present challenges. It is rather in a state of crisis. The problem of governance in Lithuania does not mean that it is not governed; one should rather ask what and how is governed and who governs in Lithuania. The crisis o f Lithuanian political governance is predetermined by the intertwining of the lack of competence and the engagement of the national political regime in the values and inconsistency of the constitutional structure of the state with the phenomenon of social distrust and non-participation.The divide between trust and distrust marks the divide between order and disorder. It is emphasized that the Lithuanian non-participating society neither needs liberal democratic control nor is controlled in a liberal democratic way. Thus, in the nearest future, Lithuania may have to concretize the type of political democracy. This may have to be done also because of the supervisory political system of governance typical of the EU. Generalizing, it is proposed that Lithuania needs a national political system which would formulate realistic objectives of political governance, would be marked by targeted efforts and would be open to the principles of the new paternalism. The new paternalism is qualified as a set of social standards which are able to encourage sociality or, in other words, readiness to cooperate for the purposes of order and welfare. The new paternalism may break the "internal ring" of a weak state or a weak society and may contribute to the outspread of sub-policy as a standoff to the prevailing state policy in Lithuania. At the same time, one may doubt whether the principles of the new paternalism are able to change adaptively the deeply mistrustful Lithuanian society and gain the status of social standards.
