Vietos bendruomenės modernizuojant viešojo saugumo sistemą
LTVakarų šalių patirtis rodo, kad viena policija yra nepajėgi garantuoti žmonių saugumo. Pastaraisiais metais vykstant viešojo valdymo reformoms, akcentuojama bendruomenės valdžios koncepcija, o tai aktualu ir policijos veikloje. Mokslinė ir praktinė straipsnio problema yra ta, kad piliečių dalyvavimo principas (public participation), išplaukiantis iš bendruomeninės tradicijos, gali būti vienas iš pagrindinių prioritetų formuojant naująją policijos veiklos filosofiją. Atlikti tyrimai patvirtino, kad fizinio saugumo užtikrinimas vietos bendruomenėje yra svarbus vietos bendruomeniškumą didinantis faktorius, o vadybiniai veiksmai didinant vietos bendruomenės fizinį saugumą būtų šie: sistemingai tirti gyventojų saugumą kaimuose ir miesteliuose apklausiant vietos bendruomenių žmones, savivaldybei ir policijos komisariatams bendradarbiauti skatinant kurtis „Stabdyk nusikalstamumą“ grupes, savivaldybių taryboms sudaryti sąlygas kaimuose ir miesteliuose apsigyventi policininkams, policijos komisariatams informuoti vietos bendruomenės žmones apie policininką, kuris nors ir negyvena jų kaime ar miestelyje, bet esant reikalui į kurį galima kreiptis. ENAs the experience of the most developed countries shows, the police alone cannot guarantee people's safety. Lately, public management reforms have emphasized the conception of community power, and this is very important for police work. The scientific and practical problem of the article is the principal of public participation, which arises from community traditions and can be one of the prime priorities when forming a new philosophy of police activities. Completed research has confirmed that physical safety in local communities was one of the most important factors that increased sociality, and the main actions that increased the physical safety of communities should be the following: population safety research should be conducted systematically in villages and small towns, municipalities and police commissariats should collaborate and stimulate the creation of groups of people which will be named "Stop for Criminality", and conditions for policemen should be created to live in villages and small towns by the municipal council. Police commissariats should inform people about policemen who do not live in their villages and towns, but who can be contacted if problems arise. [From the publication]
