ENPublic procurement is one of the most actual problems of economics and a potential instrument of successful public policy, which can control money flows and manipulate the appearance of corruption opportunities. Procurement practices are relatively new in the public sector, but everyone knows the complicated regulation and coordination of this process. Despite the fact that society often discus about public procurement problems, the regulation of this process requires an in-depth evaluation by theorists and practitioners. Corruption is an old social phenomenon which manifestations are increasingly visible in public procurement practices. Corruption problems in public procurement are associated with the Lithuanian law violations. Moreover, public attention is increasingly attracting participants in the crime - civil servants and businessmen. A complex procurement process regulation and control is known all over the world, and therefore the article explores the existing problems in public procurement. The elimination of publicity, bureaucratic's professional inflexibility, the competitive relationship distortion in the market, the law base complexity and other factors are likely to create corruption in public procurement. Over the past twenty years, the new public management paradigm has dominated in the public administration world, because its following argued about the new global paradigm's coming in the context of the fight against bureaucracy. The new Public Management have had to increase efficiency, improve service quality, reduce public management and administrative costs, bureaucracy, redirect attention to customers and enable the public sector's staff to work in a transparent and responsible manner.The authors, who analyze theory and practices of public procurement, identify the specific problems of transparency in public procurement and provide improvement perspectives for the public procurement procedures, taking into account Lithuania's membership experience in the European Union.
