Overview of reaction to the economic crisis in construction and real estate modelling
LTStatybų sektorius, būdamas tarpininku tarp gamybos ir paslaugų sektorių, įtakoja juos abu: viena sukurta darbo vieta statybų aikštelėje sukuria dvi ar daugiau darbo vietų kitose pramonės šakose. Straipsnio tikslas yra atlikti finansų politikos įtakos statybų ekonomikai analizę ir pateikti tyrėjų patirties modeliuojant statybų verslą bendro ekonomikos nuosmukio sąlygomis apžvalgą. Krizės statybų ir nekilnojamojo turto sektoriuje ir jo segmentuose analizei, prognozavimui, modeliavimui ir valdymui pasaulyje taikomi skirtingi metodai ir modeliai. Sėkmingiausi metodai krizės analizei ir numatymui yra kompleksiniai metodai, t.y. apimantys abu, statistinį ir intelektualinį metodus. Statybų ir nekilnojamojo turto valdymui reikia taikyti ekonominius tyrimo metodus nustatant kainą, paskolą ir užtikrinant įsipareigojimų vykdymą. Šį sektorių labai įtakoja bankų skolinimo politika. Žymus šio veiksnio pasikeitimas dažnai yra esminė sąlyga įvykti krizei. Ydinga ir rizikinga skolinimo politika yra pagrindinė krizės priežastis daugelyje šalių. Pateikti kompleksiniai krizės prognozavimo modeliai statybų ir nekilnojamojo turto sektoriams leidžia įvertinti aiškias paskolos ir besiskolinančiojo charakteristikas, o taip pat besikeičiančias ekonomines sąlygas. Tačiau net geriausi krizės valdymo sprendimai, taikomi kitose šalyse, negali būti kopijuojami aklai. ENThis paper analyzes general economic crisis and its effect on industry. Construction sector while being a mediator between production and service sectors makes impact on both of them; one new immediate workplace on a construction site incites the establishing of two or more workplaces in other industry branches. After the bursting of the real estate bubble the effects of crisis on construction and real estate sectors are very tangible both in the world and in Lithuania. Companies whose work is not related to construction have strongly lessened their investments to the expansion of their real-estate or to new leaseholds. In this paper we review the scientific research and situation modeling on the construction business experience in times of general economic downturn. We do this by analyzing scientific literature and studying the experience of businessmen working in the construction area. From all construction production components (work, materials, machines) the fastest growing and rising in price was the work pay. This lead to the biggest work pay decline at times of economic downturn. State governments try to find the solution to overcome the crisis in various ways: from tax reduction to increasing of governmental investments to the infrastructure. [text from author]
