ENMany documents reflect the concern how to make VET system not only more attractive but also more available. Modular training is considered to be among the prerequisites for more flexible VET system. Modular training provides opportunities to students and teachers for creativity development as well as promotes independent continuous self-improvement. VET modularisation can help persons not only to acquire lacking competencies but also return to education system and at the same time to become more competitive in labour-market. Modularisation system establishes conditions under which more easy options are provided to pass from one educational level to another. Modular schemes that provide choice and flexibility seem to be popular with students. The concept of modularisation in VET system is discussed taking into pragmatic filosophy context self-actualize in consumer society. Modular education/training system is based on competence. The aim of the article is to review the main concepts, principles and levels of modular training. The concept of modular training in educational system in Lithuania is also presented and recommendations for development in this field are made. To achieve this aim the scientific literature and political documents regulating modular training in EU and Lithuania were analyzed. Theoretical analyse of political documents shows the problematic aspects of modular training. Lithuanian normative documents as well as EU emphazised that it is very important to make vocational training more attractive, flexible, but did not define modular training scheme/ system. Separate legislations regulating vocational modular training process were not found. [text from author]
