LTŠiuolaikinė žinių ir idėjų visuomenė sunkiai derinama su socialiai pažeidžiamų žmonių, tokių, kaip ilgalaikiai bedarbiai, realybe, todėl darbo biržos veikla turi būti nukreipta šios grupės žmonių mokymui formuluoti asmeninius tikslus, siekti tų tikslų įgyvendinimo, spręsti tikslų įgyvendinimo metu iškylančias problemas. Straipsnio tikslas – ištirti darbo biržos teikiamų paslaugų naudingumą darbdaviams ir ilgalaikiams bedarbiams. Darbo biržos veikla skatinant įsidarbinti ilgalaikius bedarbius yra reikšminga. Darbo biržos konsultantai, pirminio pokalbio (interviu) metu įvertinę ilgalaikio bedarbio poreikius, numato problemas, su kuriomis bedarbis susidurs, ir tų problemų sprendimo būdus siekiant integravimosi į darbo rinką. Svarbu individualus požiūris į klientą ir konsultavimo paslaugų teikimas kiekvienam klientui atskirai pagal tik jam sukurtą paslaugų rinkinį. Ypatingas dėmesys padedant įsidarbinti ilgalaikiams bedarbiams turi būti skiriamas darbdaviams ir socialinės partnerystės plėtrai. Tyrimu nustatyta, kad ilgalaikių bedarbių naudojimasis darbo biržos organizuojamomis priemonėmis naudingas: jie dalyvauja darbo klubuose, kuriuose informuojami apie darbo paieškos būdus, įsidarbinimo galimybes, naudojasi profesinio informavimo ir konsultavimo paslauga, įgyja žinių apie įvairias profesinio mokymo, kvalifikacijos tobulinimo ir įsidarbinimo galimybes, dalyvauja profesiniame mokyme, viešųjų darbų programoje.Reikšminiai žodžiai: Darbo biržos veikla; Ilgalaikiai bedarbiai; Įsidarbinimas; Employment; Labour exchange activity; Long-term unemployed.
EN[…] The aim of the article: to create a model of getting a job for long-term unemployed people. Tasks: to define the role of Labor Exchange Office in getting jobs for long-term unemployed people; to determine employers' opinion about the difficulties of integration of long-term unemployed people into the work market as well as to determine the opinion of long-term unemployed people about the service Labor Exchange Office provides; to prepare the model of career development for long-term unemployed people. Methods of scientific analysis of literature and documents regulating the functioning of Labor Exchange Office as well as structural interview and questionnaire have been used to produce the article. The model of getting a job for long-term unemployed people is being presented in the article after discussions on Labor Exchange Office's work in order to provide jobs to long-term unemployed people, employers' interviews and findings of questionnaire of unemployed people. The model is being treated as projection of the reality, while modeling - as a creation of some kind of tools. The model embodies several variables, which interact with one another. The need for the model of getting a job for long-term unemployed people is influenced by following facts: majority of long-term unemployed people have low qualifications, have lost their working skills and have not sufficient education in order to compete in the work market. While helping long-term unemployed people to find a job, special attention must be paid to employers and the development of social partnership.It pays off to expand information service for employers, create new ways of interaction with employers and social partners. According to the employers, Labor Exchange Office should support those employers, who employ long-term unemployed people. It is essential to improve Labor Exchange Office personnel's general and special skills, which would positively affect the quality of service provided to long-term unemployed people. Lithuania does not have the system of providing general services that would cover the services provided by educational system as well as other state and non-state institutions in charge of employment support politics. After this system is produced, getting a job for long-term unemployed people and their staying in the work market will be much more efficient. According to long-term unemployed people, service provided by Labor Exchange Office empowers them to be more active and stimulates their motivation for changes. Long-term unemployed people positively evaluate the service provided by Labor Exchange Office personnel in terms of acquiring an occupation, changing a qualification, improving of professional skills and opportunities of getting a job.
