LTBendruomenės, veikiančios kaimo aplinkoje, dažniausia yra mažos, neturi projektinės veiklos patirties, todėl vienos negali išspręsti problemų, iš esmės pakeisti situaciją. Šio tyrimo tikslas – nustatyti bendruomenių dalyvavimo galimybes kaimo plėtros procese. Tikėtina, kad dalyvavimas LEADER+ programoje sudarys prielaidas kaimo bendruomenėms įgyti įgūdžių ir bendromis jėgomis parengti ir įgyvendinti projektus, išspręsti bent dalį kaimo problemų. Projektų rengimas ir įgyvendinimas sutelkia bendruomenę, ją ugdo ir skatina greičiau prisitaikyti prie pokyčių visuomenėje. Taigi įgyvendinti projektai padės sutelkti kaimo bendruomenes ir išspręsti joms rūpimas problemas ir pagerinti gyvenimo kokybę savo vietovėje. Į kaimo plėtros procesą įtraukti kaimo gyventojai, bendruomenių aktyvistai, ūkininkai, kaimo verslininkai, taip pat švietimo, kultūros, jaunimo, seniūnijų ir savivaldybės atstovai padėjo tinkamai įvertinti kaimo vietovių situaciją ir pateikė racionalių pasiūlymų kaimo plėtrai. ENParticipation of rural organizations in rural development manifests by two characteristic positions. The first Position exists because many village problems are interrelated: if the economic situation of the place is bad, then in most cases its infrastructure and living conditions are poor as well. In this case problems are tackled in an integral way, i.e., all the problems are viewed as interrelated areas. The second position is based on the principle to bring together as many peoples' initiatives as possible, to name them inside the community and to make own decisions, to use the possibilities that exist around. The activity of communities is particularly related to activities of municipalities, local self-governments, village leaders, because community ideas are presented by the most active part of the inhabitants, which is the elite of government, creative workers, religion, business, politics that's forming in every locality. The communities that function in rural environment are usually small, they have no experience in project activities, therefore they cannot solve the problems alone, cannot change the situation radically. The aim of this research is to identify the possibilities for participation of communities in the process of rural development. It is likely that participation in the program Leader+ will create prerequisites for rural communities to acquire skills and by collective efforts to set up and implement projects, solve at least a part of village problems.Setting up of projects and their implementation unites the community, develops it and stimulates to adapt to changes in society faster. Therefore, the implemented projects will help to unite rural communities and solve the problems they are concerned over as well as to improve life quality in the place they live. Village people, activists of communities, fanners, village businesspersons as well as representatives of education, culture, youth, local self-governments and municipality involved in rural development process helped to properly evaluate the situation of rural areas and offered sensible suggestions for rural development. Village organizations mostly cooperate with municipality, jointly strive to satisfy the needs of citizens and create possibilities to solve acute problems of village. The main possibilities for and areas of activity of rural communities are social services for village people, solving social problems and problems with health protection, teaching and education, culture and art, ecology and nature protection, sports and tourism.
