Lietuvos namų ūkių vartojimo išlaidų pokyčiai : teoriniai ir praktiniai aspektai

LTStraipsnyje siekiama atskleisti namų ūkio vertinimo problematiką, atlikti Lietuvos namų ūkio išlaidų ekonominį vertinimą bei Lietuvos namų ūkio vartojimo išlaidų pokyčių tyrimą, atsižvelgiant į dabartinę ekonominę situaciją. Namų ūkių vartojimo išlaidos yra išskirtinės svarbos ekonominis kintamasis. Pirmiausia, jos yra vienas pagrindinių rodiklių, leidžiančių spręsti apie esamą bendrą gerovės lygį. Be to, namų ūkių sprendimai, kokią dalį pajamų suvartoti, o kokią taupyti, yra svarbus ekonominės pažangos ir gerovės veiksnys – nuo šių sprendimų daug priklauso kapitalo kaupimo ir ekonominio potencialo didinimo procesai. Pagaliau, kaip įmanoma palankesnis visuomenei vartojimo išlaidų kitimas yra bene svarbiausias valdžios, prisiimančius „socialinio planuotojo“ vaidmenį, ekonominis uždavinys. Taigi suprantama, kad ekonominėje literatūroje vartojimo klausimams turėtų būti skiriama ypatingai daug dėmesio. Tikslo siekiama taikant mokslinės literatūros sintezės, apibendrinimo bei statistinių duomenų analizės metodus.Pirmojoje straipsnio dalyje aptariama namų ūkio vertinimo problematika, analizuojant namų ūkio sampratą, funkcijas bei atliekant namų ūkio išlaidų dedamųjų vertinimą. Antrojoje straipsnio dalyje pateikiamas ekonominis namų ūkio išlaidų vertinimas, atliekant namų ūkio išlaidų klasifikaciją, analizuojant namų ūkio vartojimo išlaidų rodiklių sistemą. Trečiojoje straipsnio dalyje atliekamas namų ūkio vartojimo išlaidų pokyčio tyrimas, atsižvelgiant į pasikeitusią ekonominę situaciją ir atliekant statistinių rodiklių analizę. ENArticle tries to disclose the evaluation problems of households, to make economical assessment of expenditures of Lithuanian households. The survey about the changes of consuming expenditures of Lithuanian households taking into consideration the existing economical situation is also included. Consuming expenditures of households is an economical variable of exceptional importance. First of all, they are one of the main indicators providing the information about the general existing level of wealth. Besides, the solution of households about the amount which has to be used and which has to be saved is a crucial agent of economical progress and wealth. These solutions influence a lot the processes of capital accumulation and the increase of economical potential. At last, the change of consuming expenditures, very much favourable for the public, is on the most important economical task for the government, taking the role of "social planner". In concluding, it is obvious, that much attention has to be given to the questions of consuming in economical literature.The aim is achieved by the help of science literature synthesis, the methods of summarising and statistical data analysis. The first part of the article discusses the assessment problems of households, the concept and functions of households is analysed, and the assessment of calculated expenditures of households is done. The second part of the article presents economical assessment of household expenditures by making the classification of household expenditures and by analysing the system of indicators of household consuming expenditures. The third part deals with the survey of changes of consuming expenditures of households by taking into consideration the changing economical situation and by doing the analysis of statistical indicators.
