Viešojo sektoriaus ir nevyriausybinių organizacijų partnerystės įgyvendinimas
LTĮvairių rūšių organizacijų įtraukimas į bendrus sprendimų priėmimo bei strateginių pokyčių valdymo procesus susilaukia vis didesnio dėmesio. Kaimo plėtros teorijos visiškai neseniai persiorientavo į nevyriausybinio sektoriaus ir jo dalyvavimo plėtros procesuose bei vietos kompetencijų, kaip svarbiausio ilgalaikės sėkmės elemento, tobulinimą. Šio straipsnio objektas – viešojo sektoriaus ir nevyriausybinių organizacijų partnerystė, tikslas – išnagrinėti viešojo sektoriaus ir nevyriausybinių organizacijų partnerystės įgyvendinimo ypatumus. Pirmoje straipsnio dalyje pristatoma partnerystės samprata ir tipai, antroje – viešojo sektoriaus ir nevyriausybinių organizacijų partnerystė, trečioje nagrinėjamas partnerystės įgyvendinimas bendruomenių lygmenyje. Straipsnis baigiamas keliomis išvadomis. Pirma, bendradarbiavimo rūšį, pavadintą partneryste, vis plačiau naudoja politikos formuotojai, siekdami įtraukti politikos vartotojus į politikos formavimo ir įgyvendinimo procesus visuose lygmenyse, nors specifinė partnerystės reikšmė ar forma ne visuomet yra aiški ir apibrėžta. Antra, valstybės valdymo sistemos reformos kuria naujas institucijų tarpusavio priklausomybės formas, todėl partnerystė pasireiškia kaip dinaminis plėtros aspektas, leidžiantis sukurti pridėtinę vertę, paskirstant atsakomybę ir funkcijas tarp partnerių. ENThe involvement of various organisations into the processes of decision making and the management of strategic changes attracts more and more attention. Not so long ago, the theories of rural development were reoriented into a non-governmental sector and its involvement into the processes of development and improvement of local competences, as the most important element of a long-lasting success. An object of the article is the partnership of the public sector and non-governmental organisations, i.e. to analyse the features of the application of their partnership. The first part of the article determines a concept of partnership and describes its types, the second part is about the partnership of a public sector and non-governmental organisations, and the third one analyses the implementation of the partnership in a communal level. The article ends with a few conclusions. At first, a kind of cooperation that is called the partnership is more and more widely used by those who form the policy in order to involve the political consumers into various levels of the formation and implementation processes, although a specific meaning or form of the partnership is not clearly determined. Second, the state's management reforms influence the creation of new forms of institutional subordination, therefore, the partnership appears as a dynamic aspect of the development that allows to create an added value by distributing responsibilities and functions between partners. Third, only a model of equal partnership between different institutions of the public sector or between the public and private, public and non-governmental sectors may assure a purposeful implementation of the policy.
