Europos Sąjungos bendros energetikos politikos formavimasis ir Lietuvos interesai

LTEuropos Sąjungos (ES) bendroji energetikos politika šiuo metu yra viena smarkiausiai besivystančių ES integracijos sričių. Lietuvai ES energetikos politika yra svarbi priemonė didinti nacionalinį energetinį saugumą, todėl nuo narystės ES pradžios Lietuva siekia aktyviai dalyvauti ES energetikos politikosformavimosi procese. Šio straipsnio tikslas – įvertinti bendros ES energetikos politikos naudą Lietuvai, apžvelgti kertinius ES energetikos politikos elementus ir aptarti Lietuvos poveikį ES energetikos politikos nuostatoms. Straipsnyje siekiama įvardyti priežastis, dėl kurių energetika atsidūrė tarp Lietuvos Europos politikos prioritetų, nustatyti Lietuvos interesus ES energetikos politikos atžvilgiu ir galiausiai, atsižvelgiant į ES energetikos politikos darbotvarkę, įvertinti jos ir Lietuvos energetikos interesų suderinamumą. ES energetikos politika apžvelgiama atskirai nuo kitų ES politikos sričių. Šis metodologinis sprendimas gali būti pateisinamas tuo, kad ES energetikos politika yra unikalus ES integracijos atvejis tiek dėl savo objekto, tiek dėl formavimosi greičio, tiek dėl politikos turinio. ENCurrently, the European Union (EU) Common Energy Policy is one of the most developing EU integrational fields. The EU Energy Policy is very important to Lithuania as a means to increase the national energy security, therefore, after Lithuania became a member of the EU, it seeks an active participation into the process of the formation of the EU energy policy. An aim of the article is to evaluate the benefit of the EU Common Energy Policy to Lithuania, to review the main elements of the EU Energy Policy and to discuss the influence of Lithuania to the EU Energy Policy. The article aims to enumerate the reasons why the energy became a priority of Lithuania's European politics, to determine Lithuanian interests towards the EU Energy Policy and, finally, taking into account the schedule of the EU Energy Policy, to evaluate the compatibility of its and Lithuania's interests. The EU Energy Policy is reviewed separately from other EU political fields. This methodical decision may be explained by that the EU Energy Policy is a unique case of the EU integration because of the object, speed of formation and political content. The conclusion is that the priorities of the EU and Lithuanian energy policies are gradually becoming similar. It is considered to be an achievement of Lithuania's European policy which shows that Lithuania has managed to convert its national interests into the priorities of the whole EU Energy Policy.
