Environmental management systems and tools analysis

LTDidėjantis poreikis pasauliniu mastu išsaugoti aplinką lemia esminius visų veiklos sričių politikos pokyčius. Straipsnio tikslas – nustatyti tarptautinę aplinkosaugos vadybos priemonių sistemą ir jos elementų tipologiją, išanalizuoti jų diegimo raidą mūsų šalyje bei tarptautiniame kontekste ir suformuluoti veiksmingesnio jų taikymo įžvalgas. Ekologinis pėdsakas (EP) yra integralus nacionalinę ir globaliąją tausojamąją plėtrą atspindintis rodiklis. Jis parodo, kokį poveikį gyvenamajai aplinkai ir gamtos ištekliams daro tam tikro regiono gyventojai. Lietuva kol kas turi teigiamą ekologinį balansą, o Baltarusijos ir Ukrainos ekologinis pėdsakas atitinkamai 0,4 ir 0,3 gha viršija šių šalių biologinį potencialą. Aplinkai tausoti yra taikomos direktyvinės ir savanoriškosios organizacijų iniciatyva taikomos aplinkosaugos priemonės. Lietuvos organizacijose kol kas diegiami tik savanoriški ISO 14001 standartai. 2009 m. pradžioje tik apie 10 Lietuvos įmonių, kurios gamino ne maisto produktus, turėjo aplinkosaugos sertifikatus. Kita vertus, mūsų šalyje plečiasi aplinkosauginio ženklinimo objektų įvairovė – 2009 m. viduryje jau buvo sertifikuoti 7 paplūdimiai, 4 viešbučiai, keletas kaimo turizmo sodybų, o FSC sertifikatus turėjo visi valstybiniai miškai. 2009 m. mūsų šalyje pradedama diegti pastatų energinio sertifikavimo sistema. ENThe increasing global need to preserve the environment determines the major changes of policies of all areas of activity. The paper aims to identify the international system of environmental management tools and the typology of its elements, analyse the evolution of their launch in Lithuania and in the international context, and formulate the insights of their more effective use. Ecological footprint (EF) is an integral indicator that reflects national and global sustainable development. It shows the extent of the impact exerted by the inhabitants of a certain region on the living environment and natural resources. So far Lithuania has a positive ecological balance, whereas the EF of Belarus and Ukraine exceeds the biological potential of these countries by 0.4 and 0.3 gha respectively. Directive and voluntary environment protection measures are applied on the initiative of organisations. Only voluntary ISO 14001 standards have been implemented in Lithuanian organisations so far. At the beginning of 2009, as many as 10 Lithuanian companies that produce other than foodstuff had environmental certification. On the other hand, the diversity of eco-labelling objects has been expanding in our country; 7 beaches, 4 hotels and several rural tourism homesteads had certification and all state forests held FSC certificates by the middle of 2009. In the same year the country began to implement the system of energy performance certification for buildings. Lithuanian public authorities that shape environmental policy are proposed to reinforce the certification infrastructure, actually develop green public procurement, promote the country’s organisations to create and certificate EMAS environmental systems, etc.
