Brain circulation : theoretical considerations

LTAukštos kvalifikacijos darbuotojų migracija yra vienas iš svarbiausių fenomenų, prisidedančių prie šalių žiniomis grįstos ekonomikos progreso. Straipsnyje keliamas tikslas – išryškinti teorinius protų cirkuliacijos reiškinio bruožus ir pasiūlyti hipotetinius veiksmus, kaip skatinti protų cirkuliaciją. Siekiant apibrėžti protų cirkuliacijos sampratą ir išryškinti šio proceso dedamąsias, straipsnyje pasiūlytas protų cirkuliacijos modelis, kuriame atsispindi šio proceso dedamosios. Išskirti struktūriniai protų cirkuliacijos elementai, atskleistas šio reiškinio vaidmuo šalies ekonomikos progrese. Konceptualus protų cirkuliacijos suvokimas yra interpretuojamas kaip protų nutekėjimo ir protų telkimo fenomenų evoliucijos pasekmė. Siekiant išryškinti Europos Sąjungos ir Lietuvos protų cirkuliacijos skatinimo veiksmus straipsnyje išanalizuotos vykdomos politikos ir iniciatyvos šioje srityje. Tenka konstatuoti, kad Lietuvos vyriausybės 2008 m. patvirtinta „Protų susigrąžinimo ir pritraukimo programa“, taip pat ir kiti vykdomi veiksmai ir iniciatyvos laukiamų rezultatų nerodo. Siekiant pateikti rekomenduojamus veiksmus protų cirkuliacijai skatinti, atsižvelgta į gerosios praktikos pavyzdžių analizę šioje srityje. Lietuvos vyriausybė turėtų taikyti aibę įvairių programų ir iniciatyvų, siekdama pritraukti į šalį aukštos kvalifikacijos darbuotojus. Be to, būtina skatinti Lietuvos mokslininkių bendradarbiavimą su kitų šalių kolegomis. ENMigration of highly qualified workers is one of the key phenomena contributing to the progress of knowledge based economy of states. The article aims to highlight theoretical features of brain circulation and offers hypothetical actions aimed at encouraging brain circulation. In order to define the concept of brain circulation and to highlight the elements of this process, the article offers a model of brain circulation, which reflects the elements of this process. The elements of brain circulation are highlighted, the role of this phenomenon in the progress of the national economy is revealed. The conceptual perception of brain circulation is interpreted as the outcome of phenomena of brain drain and brain gain. In order to identify the factors encouraging brain circulation in the European Union and Lithuania, the article analyses the policies and initiatives implemented in this field. It should be stated that The Programme for Brain Gain approved by the Government in 2008 as well as other actions and initiatives have not brought the expected results. In order to offer actions aimed at encouraging brain circulation, examples of good practice in this field have been analysed. The Government of Lithuania should apply a vast number of various programme and initiatives seeking to attract highly qualified workers. In addition, it is necessary to encourage the cooperation of Lithuanian scientists with colleagues from other states. Thus the expression of the phenomenon of brain circulation would determine the growth of national economy and the quality of social life.
