Euroreferendum in Lithuania

LTStraipsnyje nagrinėjamos 2003 m. gegužės mėnesį Lietuvoje įvykusio referendumo dėl šalies stojimo į Europos Sąjungą (ES) sėkmės priežastys. Pateikiamas argumentas, jog įvairių veiksnių tyrimas įrodo, jog būtų buvę sudėtinga tikėtis kitokių referendumo rezultatų. Straipsnyje pirmiausiai aptariamos referendumo sėkmei įtakos turėjusios šalies politinės institucinės sąlygos. Antra, analizuojamos visuomenės kultūrinės nuostatos ir kolektyvinė atmintis, siejanti Lietuvą su Europa, kuri suvokiama kaip vienintelis geopolitinio stabilumo ir civilizacijos šaltinis. Trečia, referendumo kampanijos tyrimas taip pat (retrospektyviai) patvirtina, jog referendumo rezultatai nebuvo tik laikinų efektyvių politinių marketingo strategijų padarinys, o reprezentavo nuoseklią visuomenės paramą Lietuvos narystei ES. Straipsnyje daroma išvada, jog euroreferendumas atskleidė reikšmingus aktyvios pilietinės visuomenės egzistavimo Lietuvoje ženklus: nusivylimas politiniu elitu ir partijomis paskatino piliečius paremti valstybės narystę ES puoselėjant geresnio ekonominio ir pilietinio gyvenimo viltis. Atsispyrę prieš politinį elitą nukreipto „keršto“ taktikos pagundai, Lietuvos gyventojai pasisakė už didesnę ES galią tvarkant valstybės reikalaus, pademonstravo ne tik provakarietišką geopolitinę orientaciją, bet ir nuo valstybės galios nepriklausomą, autonomišką pilietinę savimonę, individualią, neinstitucinę atsakomybę už tėvynės likimą.Reikšminiai žodžiai: Referendumai.

ENThis article examines the reasons behind the success of the May 2003 referendum on Lithuania's accession to the European Union. It presents an argument that the research of various factors proves that it would be difficult to expect the results of the referendum to be different. Firstly, the article discusses the country's political institutional circumstances that influenced the success of the discussed referendum. Secondly, it analyzes public cultural attitudes and collective memory, connecting Lithuania with Europe, which is perceived as the only source of geopolitical stability and civilization. Thirdly, the research into the referendum campaign confirms (in retrospect) that the results of the referendum were not just a result of the temporary effective political marketing strategies, but represented a consistent public support for Lithuania's membership in the European Union. The article comes to the conclusion that the EU referendum revealed significant signs of the existence of an active civic society in Lithuania. Disillusionment in the political elite and parties encouraged citizens to support the country's membership in the European Union in the hope of better economic and civic life. Having resisted the temptation to use “revenge tactics” against the political elite, the Lithuanian people voted in favour of stronger EU power in taking care of state interests, demonstrated not only a pro-Western geopolitical orientation, but also an autonomic civic self-awareness that does not depend on the power of the state.
