Benamių atskirtis ir jų integracija į visuomenę

LTLietuvoje vis plačiau kalbama apie visuomenės darną ir susitelkimą, kuriant modernią visuomenę. Tačiau kai kurie socialinio gyvenimo reiškiniai stabdo šio tikslo įgyvendinimą. Tai susiję su dalies gyventojų skurdu ir socialine atskirtimi. Tarp socialinę atskirtį patiriančių gyventojų vis daugėja būsto neturintys arba jį praradę žmonės, vadinami benamiais, jie dažnai išstumiami iš jiems įprastos socialinės, ekonominės, kultūrinės erdvės. Todėl galima teigti, kad benamių atskirtis - tai kraštutinė socialinės atskirties forma, nebūdinga kitoms marginalinėms grupėms. Taip pat galima akcentuoti, kad benamystė yra ne tik socialinis reiškinys, bet ir procesas, susijęs su tapsmu benamiu ir socialine benamių atskirtimi. Nekontroliuojant benamystės procesų ir nesiimant prevencinių priemonių benamystės plėtrai stabdyti, galime sulaukti neprognozuojamų šio reiškinio pasekmių. Todėl benamystės procesų tyrimas ir jų priežasties bei pasekmės ryšių nustatymas leistų sumažinti benamystės mastus ir parengti veiksmingas benamių integracijos į visuomenę priemones. Šioje veikloje turi dalyvauti ir mokslininkai, ir socialinės politikos atstovai. Šiame straipsnyje atskleidžiama benamių atskirties ir integracijos į visuomenę anatomija. Darbe analizuojamos benamių individualios savybės, jų vertybinės nuostatos, socialiniai ryšiai, gyvenimo sąlygos, galimybės pasinaudoti socialine parama. Parodoma, kad benamių atskirtį lemia ne tik sunki materialinė padėtis bei nutrūkę socialiniai ryšiai, bet ir nepakankamai efektyvi valstybės socialinė politika bei pačių benamių būdo savybės, lemiančios jų stigmatizaciją ir atstūmimą. Taip pat nagrinėjamos pagrindinės benamių integracijos į visuomenę galimybės bei problemos. ENHomelessness has become a topical issue a few decades ago and today it remains an important question in theoretical discourse of social exclusion. The homeless are one of the least socially protected groups. It is maintained that the exclusion of the homeless is the most ultimate form of social exclusion. In order to prevent the increase of the number of the homeless and to soften severe consequences of the homelessness, it is essential to survey and know this phenomenon thoroughly. Social exclusion of the homeless is a long-term, complex and multiple process. The exclusion of a homeless person in one field is closely connected with the exclusion in the other fields. There are four levels of social exclusion of homeless: individual, social, economic, and institutional. On each level, exclusion of homeless persons expresses itself in a different way and is specific. In the paper it is maintained that not only heavy economic situation (destitution of home, unemployment, low incomes) of the homeless, intermitted social links and insufficiently effective social policy of the state condition their exclusion, but also individual spiritual and mental features of the homeless themselves that determine their stigmatization and ostracism. It is emphasized that exclusion of the homeless has two dimensions: firstly, society segregates them from itself; secondly, the homeless themselves provoke their segregation with their behaviour.Measures for reducing homelessness and social exclusion of the homeless should be combined ones that cover various aspects of these phenomena. The measures of social integration included: individual level, social level, economic level, and institutional level. Seeking to stop an expansion of homelessness in the country, the really existing causes and forms of homelessness should be taken into consideration. Then the adequate prevention measures would be implemented more successfully, involving the state, private and public organizations as well as homeless people themselves in these activities.
