EN[...] Interest to wind power in Lithuania was risen only in last years in connection to economic reform in energy sector of Lithuania and integration into economy of European Union. After decision to close Ignalina nuclear power station till 2009 was provided very modest future of national wind energy. Was planed that only 0,5% of electricity in Lithuania should be produced by wind in 2015 year. Lithuanian wind energy association established in October 2002 settled target - to create national wind power economy branch and develop this environmental friendly and needless for fuel import energy culture. This enabled to correct national energy and wind energy strategic priorities. During 1,5 years legislative basis for wind power regulation was created. Planed target indicator of electricity producing by wind 0,5% in 2015 was risen till 2,2% in 2009 year. LVEA efficiency during 1,5 year was 1,7%. No less 200 MW wind power capacity should be erected in Lithuania until 2010 year. The most of them should be constructed in Sea-coast. Economically this is about 587 million Litas investments. Hundreds of enterprises will receive a job, new high quality required work places will be established, budgets of the State and Municipalities will be replenished. Wind power stations will produced about 839 GWh of electricity during period till 2010 year. This will enable to avoid 166,122 thousand tones of CO2 pollutions. Reduced demand of oil and gas import will raise economical independency from suppliers of East countries. All that let's improve health and avoid ills of inhabitants of Lithuania connected to air pollution and participate in decision of problem of global warming.However established legislation doesn't calls practice needs and don't let's implement national wind power development plans. Wasn't implemented provided by Government production by wind of 28 GWh electricity. Stead 33MW provided to establish only wind power station of 630 kW in Vydmantai and second hand unit of 160 kW in Telsiai were connected to grids in 2004 year. 6x900 kW power stations erected by Lithuanian and Danish company "BNE" still not connected to grids from summer of 2004. It's necessary to decide the next questions of wind power development in Lithuania: to establish wind energy cluster and economy branch, to form positive strategy and legislations of wind energy, safeguard transparent implementation of lows and tenders, to reduce bureaucracy and protraction, ensure quarantines and stability of energy purchase price; to raise part of electricity produced by wind; to prepare for establishment of "green certificates" after 2010 year. However progress in wind energy is impossible without decision of sore problems of innovations, sustainable development and strategic self-management. So, LWEA will seek that wind energy will be developing in our country in accordance to most advanced methodological culture of EU. Using aid of structural funds at first is necessary to form culture of sustainable development, implement permanent monitoring of wind power development, to start prepare wind energy specialists in universities and colleges of Lithuania, to investigate possibilities and create order for establishment of wind co-operatives, to prepare program of development wind energy industry, to prepare and implement program of R&D in technical, natural and social sciences.
