LTŠiandien rizika įtakoja beveik visas mūsų gyvenimo sritis ir, specialistų nuomone, nevaldomos ar prastai valdomos rizikos poveikis 20-25 procentais sumažina naudojamų išteklių efektyvumą. Todėl straipsnyje yra siūloma parengti verslo rizikos valdymo regione sistemą, kuri įgalintų optimizuoti verslo rizikos valdymo strategiją. Kaip pagrindinė regiono verslo rizikos struktūrizavimo, kiekybinio matavimo ir ekonominio vertinimo struktūra pasirinktas verslo rizikos monitoringas. Monitoringas čia yra suvokiamas kaip sistema, skirta rizikos pasireiškimo ir poveikio recipientams stebėjimui ir matavimui, rizikos valdymo metodų tobulinimui ir informacijos, reikalingos sprendimų priėmimui, kaupimui. Straipsnyje taip pat detaliai analizuojama rizikos struktūra, įvairių rizikos rūšių veikimas bendroje rizikos sistemoje. Pateikiamos rizikos monitoringo įgyvendinimo praktinės situacijos bei šių situacijų analizė. Nemažai dėmesio skirta bankų rizikos rūšims ir jų veikimui. Autorius pateikia modifikuotą investicinio portfelio modelį, kuris galėtų būti metodiniu pagrindu siekiant sukurti metodus, leidžiančius nustatyti rizikos poveikį. ENRisk is a complex of occurences or processes, having no clear-cut definition, not fixed in accounting documentation and no generally acknowledged management tools. However, when risk is managed properly, it could increase the effectiveness of the region's or country's financial or other resources by 15-20 percent. This effect could be reached only by implementing the corresponding management system. While preparing strategies for economical and social development of a specific self-governing region or a country, a special attention should be paid to the risk management. At the same time, these strategies should ensure a continuing risk management system, which should become a premise for a country's or a region's sustainable development. The main goal of this paper is to discuss the creation of fundamental principles of the regional business risk informative monitoring system (REGBRIS) and present some basic elements of the system. Regional business risk monitoring (REGBRMON), the possible structure of which is discussed in the paper, must occur as a significant element of the REGBRIS.The monitoring of regional business risk is understood as an important means creating the presumptions of the risk management. There are several basic functions of the regional business risk monitoring: verification and improvement of the settled concepts, criteria and risk management models and specification of the influence of the risk factors on the hierarchy of a particular object accumulation and arrangement of the information in order to meet the needs of decision-making. The article distinguishes the investment portfolio from all of the regional risk objects. The concept of investment portfolio, which adequately evaluates all possibilities and corresponding probabilities of the portfolio profitability, is suggested, also examples of monitoring realization are analyzed. The paper covers three related topics: risk structuring as a stage of information accumulation, which is needed for analysis and management, creation of the regional business risk monitoring principles, and practical fragments of risk monitoring implementation.
