LTAnalizuojami svarbiausieji inovacijų politikos principai, kurie įgyvendinami sprendžiant regionų bei jų plėtros problemas Lietuvos bei kitų Rytų ir Vidurio Europos šalių integracijos į ES laikotarpiu. Pagrindinis dėmesys yra skiriamas išryškinti toms regionų plėtros galimybėms, kurias sąlygoja verslo aktyvinimas, užimtumo užtikrinimas bei kuriamų produktų konkurencingumo didinimas inovacijų skatinimo bei mokslo ir technologijų plėtojimo priemonėmis. Parodyta, jog svarbiausieji regionų plėtros prioritetai turi būti orientuoti į kiekvieno regiono sistemoje sukaupto žmogiškųjų išteklių visuminio intelektinio potencialo išvystymą, į aukštos kvalifikacijos bei intelektinių gebėjimų reikalaujančių darbo vietų tinklų kūrimą, visapusišką aukštųjų technologijų panaudojimo skatinimą. Pateikiami inovacijų politikai formuoti ir tobulinti skirti teoriniai teiginiai bei praktinės rekomendacijos. ENThe author of the article takes notice of the problem of different levels in region development in Lithuania and other East and Middle European countries that will join EU. Solution to this problem requires a set of various means that are able to connect many social, economic and political areas. The policy of innovations is therefore the main priority and premise for successful modernization of contemporary Lithuania. The author suggests practical models for development of innovations, and preparation and implementation of the innovation policy. First of all, the innovations policy for regional development requires a set of decisions. Secondly, the innovations policy should focus on bringing solutions to the critical country's social and economical problems and successful integration into EU. The author lists the main objectives for the preparation and implementation of policy of innovations. They are: to define the most vital problems of social and economic development; prepare and implement the means for the educational potential, development of business activation, and development of legal system. The policy of innovations may become an effective premise for the modernization of the country. The author also suggests that the policy of innovations should become the basis for solving social and economical problems. These problems can be classified into the problems of human resources development, low quality of living, enhancement of technological advancements and encompassing modernization in business and public sectors, etc. [From the publication]Since these problems are tightly connected to each other they require a set of decisions; however, the priority should be given to the problems of unemployment and lack of technology. The author sets the main priorities of innovations policy for region development: specialization of region social, economic and technological development; establishment and modernization of networks and infrastructure for centers of innovations, business incubators, science and technology parks, investment and region's economic development agencies; inter-regional and international co-operation with region's economic and innovation systems especially in EU. In order to ensure timely and effective preparation for the business, the network of innovation centers, such as investment and regional development agencies should be created. They would also ensure investment and region's project management, and administration in business and public sectors. The creation of a national network of business incubators would be an effective way to activate the course of social and economical welfare. Referring to the current situation of Lithuania, there are two possible kinds of business incubators: (1) business incubators to moderate unemployment and solve the lack of engagement; (2) business incubators to initiate new businesses, create quality products, commercialize intellectual work, and broadcast new technologies.
