The European Parliament elections : participation of the political parties of ethnic minorities in Lithuania

LTStraipsnyje analizuojama Europos integracijos proceso įtaka etninių mažumų politiniam elgesiui Lietuvoje. Pagrindinis dėmesys skiriamas Europos parlamento rinkimams (EP), įvykusiems 2004 m., kaip pirmiesiems vadinamiesiems ,,antraeiliams” rinkimams (angl. second – order) rengiamiems šalyje, Lietuvai įstojus į Europos Sąjungą (ES). Šio straipsnio tikslas – išanalizuoti, kaip etninių mažumų partijų programos atspindi ES problematiką ir vertybes bei ištirti etninių mažumų rinkėjų elgesį EP rinkimuose. Politinių partijų Koalicija ,,Kartu mes jėga” sudaryta prieš EP rinkimus pagrindinių etninių mažumų politinių partijų ,,Lietuvos lenkų rinkimų akcija” ir ,,Lietuvos rusų sąjunga” nebuvo orientuota laimėti vietas Europos Parlamente, o tik patikrinti Koalicijos ,,Kartu mes jėga” naudojamą rinkimų strategiją prieš artėjančius 2004 m. Lietuvos Respublikos Seimo rinkimus. Straipsnyje daromas išvadas patvirtina etninių mažumų politinių partijų lyderių požiūris, Koalicijos ,,Kartu mes jėga” programa ir joje išsakyti tikslai, atspindintys daugiau šalies (vietos) problemas ir etninių mažumų interesus, jau kartą išsakytus buvusiuosiuose Seimo rinkimų programose. Išvada, kad Europos integracijos procesas ir ES problematika bei propaguojamos vertybės neįtakojo etninių mažumų politinio elgesio, patvirtina EP rinkimų, kaip ,,antraeilių” rinkimų teoriją. ENThe article analyses the impact of the European integration process on the political behaviour of ethnic minorities in Lithuania. The main focus is on the European Parliament (EP) elections in 2004 as the first instance of the so-called second-order elections in the country after Lithuania’s accession to the European Union (EU). This article aims to analyse, whether the programmes of the ethnic minority parties reflect the EU issues and values, and study the behaviour of ethnic minority constituencies in the EP elections. The coalition of political parties “Together We Are Strong!” that was formed before the EP elections between the main ethnic minority parties – the Electoral Action of Lithuania's Poles and the Lithuanian Russian Union – did not aim to win seats in the European Parliament but rather to test the election strategy used by the Coalition “Together We Are Strong!” before the upcoming elections to the Parliament of the Republic of Lithuania in 2004. The findings of the article are confirmed by the view of the leaders of the ethnic minority political parties, the programme of the coalition and its stated aims that reflected domestic (local) issues and the interests of ethnic minorities, which had already been declared in the previous programmes of the parliamentary elections. The conclusion that the European integration process and the EU problematics, as well as the values promoted by the EU, did not influence the political behaviour of ethnic minorities confirms the theory of the EP elections as the second-order elections.
