LTŠio straipsnio tikslas – pristatyti socialinės paramos šeimai teisinius pagrindus, sukurtus 1945–1970 m. sovietinėje Lietuvoje. Socialinės paramos šeimai teisinių pagrindų analizė leidžia nustatyti sovietinę šeimos politiką, jos tendencijas ir kryptis. Straipsnyje nesiekiama atskleisti, kiek efektyviai Lietuvos SSR Aukščiausiosios Tarybos įsakymai ir Lietuvos SSR Ministrų Tarybos nutarimai bei potvarkiai buvo įgyvendinti realiame sovietinių žmonių gyvenime. Tačiau neabejotina, kad nuo sovietinių socialinės paramos įstatymų pobūdžio labai priklausė šeimos gyvenimo kokybė. ENThe analysis of the Soviet family welfare legislation is interesting for several reasons. First of all, family welfare jurisdiction has been studied only in a fragmentary way, and this caused some serious impediments in the field of comparative studies on social welfare in West, North and East Europe. Therefore, such an analysis becomes an academic necessity. Secondly, the Soviet family legislation can be understood more accurately if taken as a part of the Soviet propaganda. A great number of attractive Soviet initiatives on family welfare, introduced by the Presidium of the USSR Supreme Council, the Supreme Council of the Republic of Lithuania and the Government of the Soviet Lithuania, were never implemented into practice. Accordingly, the Soviet family welfare legislation, which was strongly supported by the official Lithuanian press, became at a certain point a means for the indoctrination of Lithuanian citizens. On the other hand, some welfare initiatives were very helpful for families. The article gives an overview of the Soviet family welfare legislation and examines its coverage in the Soviet Lithuanian press. The article is also a productive precondition for the further analysis of the Soviet family welfare legislation and its implementation into day-to-day practice in Soviet Lithuania.
